President of Belarus Alexander Lukashenko, at a meeting on draft laws amending the laws "On the Council of Ministers of the Republic of Belarus" and "On Regulatory Legal Acts," outlined his main requirements for these documents, as reported by a BELTA correspondent.
The Head of State noted that bringing legislation into line with the updated Constitution is a very important issue for the country. "There are many complex issues that require the closest attention," he said. Very recently, draft laws on the All-Belarusian People's Assembly and on amending the Electoral Code were discussed at the presidential level. Now, the agenda of the meeting includes amendments to the laws on the Council of Ministers and on regulatory legal acts.
Characterising the document concerning the activities of the Council of Ministers, Alexander Lukashenko emphasised: "Over the past years, our government has gained tremendous experience: overcoming crisis situations and pandemics, managing the economy under these conditions."
"These developments and successfully formed practices must be enshrined in law. I also demand greater initiative and independence from the Council of Ministers, even boldness in decision-making at times," the President added.
For everything to function well, the draft must incorporate appropriate mechanisms, the Belarusian leader is convinced. "This is the area of responsibility of the Apparatus of the Council of Ministers," he stressed. "When working on the draft, it must be remembered that the structure of the government should also not remain static. I have already spoken about this in August."
The importance of the second document, the draft law on regulatory legal acts, is due to the fact that it forms the unified legal space of the country. "Constitutional norms should be developed within it. But taking into account the evolving situation!" the Head of State stated.
According to him, the current law details who has the right to adopt which documents and their legal force. "With the emergence of a new body in the Constitution – the All-Belarusian People's Assembly – its place in the system of legal acts must be defined. These documents are comparable in significance to the decisions of the Communist Party congresses in their time," the President noted. "The law should provide answers to all questions regarding law-making: from preparation procedures to a clear statement of norms. My requirement is that everything must be written in plain language, simple and understandable!"
