A comprehensive set of measures is being implemented to prevent fatalities on water bodies, ranging from the implementation of organizational and technical solutions to educating citizens on the fundamentals of life safety.
To ensure the safe recreation on water bodies on a daily basis, over 1.7 thousand employees of the Ministry of Emergency Situations (MES) and the Voluntary Society for the Rescue of People on Water (VOSVOD) are on duty
(this includes 386 divers, 311 motorboat operators, 140 medical personnel, and 872 rescue swimmers at rescue stations and posts). The protection of human life on the country's water bodies is carried out by 67 rescue stations and 185 VOSVOD rescue posts. Explanatory and preventive work is continuously conducted among the population, aimed at minimizing the likelihood of fatalities on the country's waters. This work is carried out with the participation of all interested bodies, services, and organizations. MES and VOSVOD employees address labor collectives, educational institutions, and preschools, and appear on radio and television to discuss safe behaviour on water bodies. At VOSVOD rescue stations and posts, preventive information is broadcast via public address systems. Daily, in each district, as part of the "Summer Patrol" campaign, MES and VOSVOD employees conduct raids on public recreation areas near water, with the aim of reducing accidents. Weekly, to draw public attention to the issue of fatalities on water bodies, SMS messages are sent to citizens. To prevent and avert fatalities on water bodies, the sale and consumption of alcoholic beverages have been prohibited on many beaches across the country by decisions of local executive and administrative bodies. The MES and VOSVOD have established clear interaction with law enforcement agencies. Police patrols deployed near water bodies, together with VOSVOD and MES rescuers, conduct explanatory work with citizens on the inadmissibility of consuming alcoholic beverages, as well as being in public places and swimming while intoxicated, swimming in prohibited areas, and boating on unsuitable vessels. Administrative measures are applied to individuals consuming alcoholic beverages or being intoxicated in public recreation areas near water. For the first time in the

Aviation preventive raids were conducted across the country at bathing sites and public recreation areas to draw attention to the issue of fatalities on water bodies, inform about safety rules, and identify unauthorized bathing sites and violations of life safety rules on water.
