Information on how to receive financial assistance in Lepel District for the new academic year
In accordance with the Comprehensive Measures for the Implementation of Project 1 "Promotion of Family Financial Well-being" of the State Program "Development of Demographic Potential" for 2026–2030, approved by Resolution of the Council of Ministers of the Republic of Belarus of 24 December 2025 No. 765, additional social support will be provided for the new 2026/2027 academic year in the form of a one-time financial assistance payment to families raising three or more children. The amount will be 30% of the subsistence minimum budget, effective on 1 August of the calendar year, for each student enrolled in general secondary and special education institutions (at the general secondary education level) and registered for residence (temporary stay) in Lepel District.
The following documents are required upon application:
– Original and copy of passport, or other identity document for all family members;
– Original and copy of birth certificates for all children under 18 years of age;
– Certificate of residential premises occupied in the given locality, place of residence, and family composition;
– Certificates from the educational institution confirming education obtained in general secondary and special education institutions (at the general secondary education level);
– Original and copy of all pages of the large family certificate or other documents confirming large family status;
– Agreement for opening a card account with JSC "ASB Belarusbank" in the name of the applicant.
Large families whose children are studying from grades 1 to 11, as well as those who will be enrolled in the 1st and 10th grades in the new 2026/2027 academic year, can apply for one-time financial assistance.
Documents are accepted and registered from 1 July 2026 to 1 September 2026 by the state institution "Territorial Centre for Social Services of the Population of Lepel District" at the address: Lepel, Sovetskaya St., 35, office No. 10, tel.: 3-49-62, 3-49-17, 3-49-41.
Payment of financial assistance will be made from 1 August 2026.
Working hours: Monday to Friday, from 8:00 to 13:00 and from 14:00 to 17:00.
2. State support for school preparation will be available to low-income families raising minor children, within the framework of state targeted social assistance in the form of one-time or monthly social benefits, if the average per capita income does not exceed the subsistence minimum budget (hereinafter referred to as SMB). As of July 1, 2026, the SMB is 509.62 rubles. Such assistance is provided for the purchase of clothing, footwear, and stationery. The amount of payments is determined by the district commission individually in each case based on the family's income and specific life situation.
Applications for this type of material support are submitted on a voluntary basis by filing an application in the approved form and the documents necessary for the appointment of assistance to the state institution "Territorial Center for Social Services for the Population of Lepel District" at the address: Lepel, Sovetskaya St., 35, office No. 1, tel. 3-49-88.

3. Families with disabled children or parents with disabilities raising minor children can apply for material assistance from the Social Protection Fund of the Population. This type of assistance is regulated by the Instruction "On the Procedure for Providing Material Assistance to Needy Elderly and Incapacitated Citizens from the Funds of the Social Protection Fund of the Population of the Ministry of Labour and Social Protection of the Republic of Belarus", approved by the Resolution of the Ministry of Social Protection of the Republic of Belarus of August 3, 2001 No. 9 (as amended by the Resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 29, 2007 No. 191).
Assistance is provided to unemployed pensioners and disabled individuals in cases of harm to their health and/or property as a result of natural disasters, man-made disasters, theft of personal property, or other situations that objectively disrupt normal life activities and are difficult to resolve independently, which is confirmed by an act of survey of the applicant's material and living conditions and documents.
Material assistance is provided no more than once within a calendar year, and the amount is set individually.

4. Material assistance to families for preparing children for school is also provided by enterprises and organisations at the parents' place of employment in accordance with collective agreements and other local regulations.
