Deputy Prime Minister Anatoly Kalinin held a republican meeting via video conference on the functioning of the AIS "Raschet-ZhKU" and the provision of non-cash housing subsidies to the population for housing and communal services. The meeting addressed problematic issues of calculating housing and communal payments and non-cash housing subsidies to the population using the AIS "Raschet-ZhKU", the transfer of received payments to service providers, the connection of homeowners' associations and developer organizations to this system, as well as measures taken by state bodies to resolve them.
Special attention was paid to the need to improve the efficiency of the housing and communal services sector and reduce costs. The main tool here is the mechanism of planned-settlement prices for housing and communal services, which have not yet been approved by district and city executive committees.
In this regard, Anatoly Kalinin set specific tasks for state bodies regarding the preparation of government decisions providing for the establishment of planned-settlement prices for housing and communal services for 2017 and specific targets for reducing costs in housing and communal services organizations, as well as maximum permissible tariffs (prices) for housing and communal services for the population. The Deputy Prime Minister instructed to prepare a document according to which citizens who apply for non-cash housing subsidies on a voluntary basis will be exempted from paying for the provision of certificates on rights to immovable property or the absence of such rights.
