25 March, Vitebsk /Diana Kurilo - BELTA/. The Vitebsk Regional Committee for State Control demands stricter issuance of utility facility readiness certificates for the heating season. This was announced today at an expanded board meeting of the regional control department by the Chairman of the Vitebsk Regional Committee for State Control, Vasily Maksimov, BELTA correspondent reports.
During the inspection of the implementation of energy-saving programs and the readiness of utility enterprises of the region for the autumn-winter period, the committee identified instances of fuel and energy resource consumption exceeding limits, consumption of fuel and energy resources without developed and approved consumption rates, and significant water and heat losses, which leads to increased costs for service production. For example, on average across the region, the actual heat loss level in networks for 2012 was 18.7%, while the maximum level set by the Council of Ministers was no more than 17%. Out of 28 utility organizations in the region, only ten met the standard.
According to the specialists of the Committee for State Control, one of the reasons for the high level of losses is the poor preparation of the housing stock, heating networks, and heat sources for operation in the autumn-winter period. At the same time, all inspected organizations had readiness certificates for facilities and heat sources. In Vasily Maksimov's opinion, the supervision system, which should be carried out by inspectors of the "Energonadzor" branch of RUP "Vitebskenergo", is not working in this case. "Inspectors sign readiness certificates without proper inspection and abet the negligence of utility specialists, while miscalculations fall on the pockets of citizens," he stated. Disciplinary measures will be taken against "Energonadzor" inspectors for each instance of improperly prepared heat sources identified by the Committee for State Control. The Regional Committee for State Control has demanded that the "Energonadzor" branch strengthen its work with inspector personnel.
As explained by the Head of the Housing and Communal Services Department of the Vitebsk Regional Executive Committee, Yuri Dyadelo, the commission for accepting heat sources for the heating season is created at the level of utility enterprises. Readiness certificates for facilities are prepared by this commission and registered with the "Energonadzor" branch. According to "Energonadzor", last year, during preparations for the heating season, inspectors checked over 1.4 thousand facilities and identified 325 violations.-0-
