February 7, Minsk /BELTA correspondent/. The Vitebsk Regional Committee for State Control has identified violations in the activities of hunting grounds in two districts, BELTA was informed by the press service of the State Control Committee of Belarus.
Inspections of two organizations of the republican state-public association "Belarusian Society of Hunters and Fishermen": the institution "Miory District Organizational Structure" and the institution "Dokshitsy District Organizational Structure" have been completed.
The inspection of the Miory District Organizational Structure revealed instances of illegal hunting of game animals of regulated species. For example, one roe deer fawn was taken from the institution's hunting grounds in excess of the extraction plan. Last year, a wild boar up to two years old was hunted in a prohibited area. The damage caused to the environment by the illegal extraction of roe deer fawns and wild boars amounted to Br4.2 million.
The accounting of trophies taken in the Miory District Organizational Structure was not carried out in full. For instance, the hunting grounds user's passport indicated only one trophy taken in 2009. Meanwhile, during hunts involving foreign hunters in 2009, according to hunt protocols, six trophy roe deer and two trophy wild boars were taken, but trophy certificates were not issued.
Monetary funds were submitted by the hunt leader to the cash desk of the Miory District Organizational Structure in violation of the established procedure for submitting revenue – 12-269 calendar days after receipt from hunters.
The inspection of the planning and execution of biotechnological measures established that in 2009, the plan for the construction of salt licks for elk (5 built against a plan of 10 units) and the construction of observation towers (none built against a plan of 6 units) was not fulfilled. In 2011, one feed storage facility was built instead of the planned two.
The Dokshitsy District Organizational Structure, during the construction of an enclosure for keeping and breeding wild animals near the village of Komaysk (under construction since June 2009), failed to comply with the mandatory requirements of technical regulatory legal acts and the requirements of the project documentation approved in the established manner – the enclosure fencing is being carried out with violations of the project documentation requirements.
A previous inspection conducted by the Vitebsk Regional Committee of State Control established that Dokshitsy Regional Public Association (ROС) had unlawfully occupied 41.3 hectares of land for a hunting enclosure. For the unlawful occupation of the land plot, Dokshitsy ROS was held administratively liable and fined Br1,750,000 (paid into the budget). After being held administratively liable, Dokshitsy ROS again unlawfully occupied land plots with a total area of 31.86 hectares for a hunting enclosure.
The violations identified by the inspection were a consequence of insufficient control over the work of institutions, both by the Vitebsk Regional Public Association of the Republican State and Public Association "Belarusian Society of Hunters and Fishermen" and by the Republican State and Public Association "Belarusian Society of Hunters and Fishermen".
