The Vitebsk Regional Committee for State Control has revealed low attendance in half of the inspected clubs, a BELTA correspondent was informed by the control authority. The Regional Committee for State Control monitored seven institutions of additional education for the quality of services provided by the system of additional education for children and youth, including five institutions in Vitebsk and one each in the district centres for children and youth in Liozno and Beshenkovichi districts. As noted by the Committee for State Control, in general, institutions of additional education perform the function of children's leisure activities. However, the absence of standard staffing tables and norms allows for a significant number of managers to be employed, for different institutional structures to be formed to perform the same function, for the introduction of methodological positions into the staffing table regardless of workload, and for heads of departments to be appointed when there are no specialists in the departments. During the monitoring, facts were established of the formal creation of clubs, the use of unapproved programmes in work, and the conduct of classes in the absence of programmes, as well as the discrepancy between the classes conducted and the programmes. Cases were noted of class schedules being drawn up four times a week, including a three-hour class on Saturday, which is acceptable for the teacher but difficult for the children. For example, in the local history club "My Small Homeland" of the State Palace of Children and Youth Creativity of the Zheleznodorozhny District of Vitebsk, which operated on the basis of the "Rodnik" House of Culture, classes were not held. According to the specialists of the Committee for State Control, the group was formally staffed, and instead of club activities, the supervisor spent four hours four times a week supervising children who were independently training on simulators. In the classes of the "Sports Games" club of the Centre for Children and Youth Creativity of the Oktyabrsky District of Vitebsk, held at Secondary School No. 6 by the physical education teacher of the same educational institution, 4 out of 12 enrolled schoolchildren were present during the monitoring. The club leader himself was absent from the sports hall at that time, and the children were left to themselves. Upon a second visit two days later, the class was not held at all. The sports hall was open, and the teacher was again absent. While he was being sought with the help of the school administration, he gathered 15 students from around the school in uniform, whom he tried to pass off as club members.
