The Vitebsk Regional Committee for State Control has taken under its supervision the reconstruction and technical re-equipment of dairy farms in the region, the control department informed a BELTA correspondent. The Regional Committee for State Control has developed a monitoring schedule for the farm reconstruction works. In 2012, works are to be carried out at 228 dairy farms in the Vitebsk region. According to operational information from the Regional Agricultural and Food Department, as of mid-April, reconstruction works had commenced at 145 facilities in 20 districts of the region. As of April 16, 195 dairy farms had been inspected in the region. 168 sets of design and estimate documentation for reconstruction are available, with another 40 ordered. For construction and installation works, agricultural organizations in the region have purchased one milking parlour, with plans to acquire 29 more. Of the required 181 milk pipelines, 16 have been purchased. 6 sets of stall equipment have been acquired against a requirement of 68. Control and analytical measures conducted by the Regional Committee for State Control in early April in five agricultural organizations of the Tolochin district, where reconstruction and technical re-equipment of dairy farms are planned, revealed that works on the reconstruction of farm premises had commenced in only two farms, while three farms had not yet started construction works as of the date of the visit. A similar inspection of six agricultural enterprises in the Dubrovno district found that reconstruction works on farm premises had begun in four farms, while two farms had not yet commenced construction works. According to the Regional Committee for State Control, the main reasons for the delay in construction works for the reconstruction of dairy farms were the lack of working capital and the inability to carry out building reconstruction works due to the presence of livestock. -0-
