The number of citizens' appeals to the Vitebsk Regional Executive Committee regarding the work of housing and communal services decreased by more than a third in 2011, Alexei Matyushko, Administrator of Affairs of the Regional Executive Committee, told a BELTA correspondent.
According to the interviewee, the reduction in complaints about the work of utility services is due to the stable operation of all utility facilities. 128.4 thousand sq.m. of housing stock were commissioned after repairs last year. In accordance with the "Clean Water" program for water supply and sewerage, the construction and reconstruction of 22 water supply and sewerage facilities were carried out, 9 of which have been commissioned. As a result of the implementation of organizational and technical measures to reduce the cost of services to the population, Br21.4 billion were saved. Based on the results of 2011, the reduction in costs for providing housing and communal services to the population in comparable conditions to the previous year's level was 5.2% with a target of 5%.
At the same time, the unresolved problems existing in the industry, including the significant proportion of dilapidated and emergency housing stock, insufficient funding for major repairs, and low control over the quality of work and services performed, and sometimes simply indifference and inattention to citizens' problems, cause justified appeals from citizens, stated Alexei Matyushko. In most cases, residents most acutely raise issues about violations of the normative deadlines for putting residential buildings into major repair, and express demands for roof repairs, worn-out internal house engineering systems, and thermal renovation of external walls. Residents of rural areas complain about violations in water supply, the quality of drinking water, and the condition of street improvements in rural settlements.
While the total number of citizens' appeals received by the Regional Executive Committee on housing and communal services decreased by 30%, a significant number of them came from Vitebsk, Liozno, Orsha, and Tolochin districts, and the cities of Vitebsk and Orsha.
In general, in the Vitebsk region in 2011, the number of citizens' appeals received by the Regional Executive Committee decreased by 25%, and by 18% - to city and district executive committees. The number of citizens' appeals received by the Regional Executive Committee from higher state bodies decreased by 22%, and by 36% - to city and district executive committees. The number of repeated appeals from citizens to the Regional Executive Committee decreased by 46%, while their number in city and district executive committees remained at the 2010 level. -0-
