A stable system of socio-economic support measures for families raising children has been established in the Republic of Belarus, including in the Vitebsk region.
Today, eleven types of state benefits are assigned and paid to families raising children in accordance with the legislation of the Republic of Belarus.
In order to create additional conditions for strengthening the institution of families with children, upon the birth or adoption of a third or subsequent child, a family capital is awarded.
The state provides the opportunity for early use of family capital funds for priority areas of life support for large families.
For low-income families, state targeted social assistance is provided, within the framework of which children under the age of two are provided with free meals.
Special attention and social support are given to families raising a child with disabilities.
Women who have given birth to and raised five or more children are awarded the high state award – the Order of Motherhood.
In order to enhance the prestige of motherhood and strengthen the institution of the family, by a decision of the Vitebsk Regional Executive Committee in 2003, the prize named after the Hero of the Soviet Union Z.M. Tusnolobova-Marchenko was established, which is annually awarded to women of the region on the eve of the celebration of Mother's Day.
A stable system of state support measures for families raising children has been established in the Vitebsk region.
In the first quarter of 2021, a one-time payment for the birth of twins or more children for the purchase of essential items was made to 13 families (26 children) in the amount of 11.3 thousand rubles.
Family capital has been allocated to 367 large families in the region. A total of 10,561 families have received it in the period from 01.01.2015 to 31.03.2021. Since January 1, 2020, 2,994 large families have applied for early use of family capital funds, of which 90 percent were for the purpose of improving housing conditions or repaying loans for these purposes.
Material assistance for preparing children for the 2020-2021 academic year was provided to 20.8 thousand families (39.8 thousand children) amounting to 2.3 million rubles, including 9.5 thousand large families (18.4 thousand children) from local budgets, amounting to 972.7 thousand rubles.
In the first quarter of the current year, hourly childcare services were provided to a total of 147 families; 105 families raising twins, 4 families raising triplets, 37 families raising a child with a disability, and 1 family where both parents are disabled.
24 women in the region have been awarded the Order of Motherhood (50 in Q1 2021).
As of 01.04.2021, 24.4 thousand families raising minor children were registered with territorial social service centres, including 10,741 large families and 3,501 families raising a child with a disability under the age of 18.
Families in difficult life situations receive patronage support. In January-March of the current year, social patronage services were provided to 601 families raising minor children.
