The assessment was initiated with the participation of Andrey Viktorovich Shavel, Head of the Department for the Organization of State System for the Prevention and Elimination of Emergency Situations and Civil Defense of the Vitebsk Regional Department of the Ministry of Emergency Situations. He focused the participants' attention on the procedure for conducting the exercises, highlighted the key aspects that would be emphasized during the assessment, and wished everyone successful and fruitful work.
On the first day, 5 scenarios were worked through on the territory of the district with the management bodies and forces of the district unit, 4 of which were practical: liquidation of the consequences of hurricane winds, extinguishing a fire at an energy facility, and liquidating a gas leak in an apartment building, as well as liquidating an emergency situation at a potentially hazardous facility with casualties.
The second day of the comprehensive exercises was equally productive and highly effective: numerous scenarios were worked through, including: carrying out emergency rescue and other urgent works to eliminate the consequences of a building collapse, liquidating emergencies on heating networks and water intake; eliminating the consequences of a road traffic accident, conducting iodine prophylaxis, and liquidating a fire in a building with a large concentration of people.
The third day of the exercises began with a meeting of the district's leadership and an inspection of the work organization of the evacuation commission at the Lepel District Executive Committee.
Subsequently, scenarios involving the liquidation of an accident at a railway station with the overturning of a tank containing a chemically hazardous substance were practically worked through. The actions of the Lepel Central District Hospital in the event of a mass influx of casualties were also practiced. A mobile catering point and a temporary accommodation center for the population were deployed.
A demonstration exercise to assess readiness was completed at the "Lepel MKC" branch of OJSC "Vitebsk Meat Processing Plant". According to the training scenario, district services demonstrated the procedure for responding to an accident at a chemically hazardous facility and evacuating casualties from the emergency zone.
During the response to these emergencies, the clear and coordinated interaction of all services and departments played a crucial role. The personnel of the involved services acquired a wealth of important and useful knowledge and skills that will be beneficial in addressing real-world challenges and will become an integral part of successful emergency response.
