Clarification by Alexander Pechkovsky, Deputy Head of the Department of Architecture and Construction, Housing and Communal Services of the Lepel District Executive Committee:

Based on the Regulation on the Procedure for Determining the Sizes (Limits) of Public Land Territories of Populated Areas for Carrying Out Works to Maintain Their Proper Sanitary Condition, approved by the Resolution of the Council of Ministers of the Republic of Belarus of July 22, 2020, No. 430, and the decision of the District Executive Committee of December 20, 2024, No. 1542 "On Involving Legal Entities, Individual Entrepreneurs, and Citizens in Carrying Out Works to Maintain the Proper Sanitary Condition of Respective Territories," residents of the private sector are obliged to maintain the sanitary condition of their adjacent territories and areas located around their land plots.

These are established from the boundary of the land plot to the sidewalk (or to the boundary of the street or road carriageway if there is no sidewalk), and on other sides of the land plot – no more than 10 meters or half the distance to the adjacent land plot, but not exceeding 10 meters.

— What works on maintaining the proper sanitary condition of the respective territories should be carried out by residents of the private sector, and what is the frequency of their execution?

— Primarily, the cleaning and tidying of territories (sweeping surfaces, removing litter, emptying bins). All this is done as needed. In addition, attention should be paid to sanitary and technological measures (pruning, mowing, waste removal, etc.) when carrying out landscaping works (lawns, other green spaces) – also as needed (from May to September).

It is also worth noting the collection, sorting by type, and removal of municipal waste – in accordance with the municipal waste management scheme, as well as the cleaning and tidying of open drainage systems intended for the removal of surface and groundwater (ditches, channels, culverts) – as needed.

Let us each tidy up the territory around our own homestead and encourage our neighbours to do the same. After all, it is more pleasant for each of us when surrounded by cleanliness and order.

The activities of the district executive committee's working group for tidying up and improving the area have also intensified, conducting raids to inspect the territories of populated areas.
