Lepel. Conducting a sample inspection

Between 15 August 2019 and 31 August 2019, employees of the Lepel District Department for Emergency Situations completed a selective inspection of the "Lepelsky" branch of the closed joint-stock company "Vitebskagropromproduct" located at: Vitebsk region, Lepel, Borisovsky trakt, 91 (Director – Igor Pavlovich Taran).

During the inspection, it was established that violations of fire safety legislation were identified at the facility, namely the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of 23 November 2017 "On the Development of Entrepreneurship", specifically:
The territory of the "Lepelsky" branch of CJSC "Vitebskagropromproduct" at the address: Vitebsk region, Lepel, Borisovsky trakt, 91:
- inspection of the condition of external fire water supply (fire pond) is not carried out in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus of 15 May 2018 No. 34 (visual inspection of the condition of slopes, access roads and platforms for fire rescue vehicles is not performed). Clause 57;
- inspection of the condition of external fire water supply is not carried out in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus of 15 May 2018 No. 34 (the fire hydrant located between warehouse No. 7 and the mini-workshop is not marked with a fire safety sign, and inspection of the condition of the fire hydrant's nipple thread and body (for the absence of mechanical damage and deformation (broken standard connection of the hydrant with the fire column)) is not performed). Clause 57
- inspection of the condition of external fire water supply is not carried out in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus of 15 May 2018 No. 34 (visual inspection of the condition of the drain well (for the absence of flooding) is not performed; the drain well of the fire hydrant located near DSP 32 is flooded). Clause 57

Oilseed Processing Production Unit of the "Lepel" branch of CJSC "Vitebskagropromproduct" at the address: Vitebsk region, Lepel, Vitebskaya St., 2V:
- the entrance gate to the unit's territory is not equipped with a device ensuring manual opening. p. 15
- in the checkpoint building, the fire extinguisher is not maintained in accordance with the recommendations (manuals) of its manufacturers (the fire extinguisher is missing a spray hose). p. 54
- the oilseed processing production building is not marked with a sign indicating its explosion and fire hazard category and zone class (for each building, structure, room, and outdoor installation belonging to the business entity, the explosion and fire hazard category must be determined in accordance with the criteria established by the Ministry of Emergency Situations). p. 10

Grain Storage Facilities of the "Lepel" branch of CJSC "Vitebskagropromproduct" at the address: Vitebsk region, Mezhitza village:
- the warehouse buildings are not marked with signs indicating their explosion and fire hazard category and zone class (for each building, structure, room, and outdoor installation belonging to the business entity, the explosion and fire hazard category must be determined in accordance with the criteria established by the Ministry of Emergency Situations). p. 10
The Ministry of Emergency Situations reminds that in accordance with Art. 17 of the Law of the Republic of Belarus "On Fire Safety", the head of an organization must ensure fire safety and fire prevention regulations within the respective organization.
