types of work:
· design, installation, commissioning, and maintenance of fire alarm systems, automatic
fire suppression systems, smoke protection, fire notification, and evacuation management systems;
· establishment and operation of units
engaged in firefighting.
All documents required to obtain a licence for fire safety provision activities shall be submitted to the Republican Centre for Certification and Expertise of Licensable Activities.
The following documents should be submitted there:
· an inventory of documents in the file;
· an application for a licence;
· copies of the legal entity's constituent documents;
· copies of the document confirming the fact of state registration of the applicant;
· document on payment of state duty.
In addition, the applicant submits the following documents:
· full information about the employees who will carry out the licensed activity;
· list of premises and equipment, as well as devices involved in carrying out the activity;
· copy of the head's order approving the quality control systems for the licensed activity.
The following requirements are imposed on the applicant for a license for activities in the field of fire safety:
· availability, on any legal basis, of premises required for licensed activities, which must also comply with all fire safety regulations and standards;
· lawful possession of equipment, as well as devices and instruments necessary for successful operation;
· employment of at least three employees with the qualifications necessary for licensed activities, who have undergone training and appropriate knowledge assessment;
· availability of local regulatory legal acts agreed with the Ministry of Emergency Situations;
· implementation of a quality control system for activities and employee training.
Specific violations of the requirements for a fire safety activity license include:
· violation of the aforementioned licensing requirements that caused an emergency situation;
· sale and use of fire protection equipment without appropriate documentation;
· failure to maintain the operational capacity and integrity of all fire safety systems.
Therefore, to obtain a fire safety activity license, you should:

In connection with the entry into force of Decree of the President of the Republic of Belarus No. 326 of 02.09.2019 "On improving licensing" from October 1, 2019, it is not required to obtain a special permit (license) for carrying out activities for fire safety provision in terms of technical maintenance by organizations of automatic fire alarm systems, automatic fire suppression systems (hereinafter referred to as PA systems), smoke protection systems (hereinafter referred to as PDZ systems), fire alarm and evacuation control systems, owned by them by right of ownership or other legal grounds.
Thus, organizations have the right to carry out technical maintenance of PA and PDZ systems at their own facilities both under agreements with third-party organizations and by in-house staff with qualifications corresponding to the requirements of TКП 316–2011 "System for technical maintenance and repair of automatic fire suppression systems, smoke protection systems, fire alarm systems, fire alarm and evacuation control systems. Organization and procedure for carrying out works".

We also draw attention to the fact that Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the development of entrepreneurship" (hereinafter referred to as the Decree) provides for the personal responsibility of the head for the proper organization of the business entity's activities, excluding harm to state or public interests, the environment, life, health, rights and legal interests of citizens.
For reference: in accordance with the second paragraph of subparagraph 3.1 of paragraph 3 of the General Fire Safety Requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by the Decree, the head of the business entity is obliged to ensure the operability and serviceability of fire protection and fire suppression means, as well as their constant readiness for use, including PA and PDZ systems.
