President of Belarus Alexander Lukashenko is raising questions for the leadership of the scientific sphere regarding its future development path. The Head of State made this statement while receiving a report from the Chairman of the Presidium of the National Academy of Sciences, Vladimir Karanik, as reported by a BELTA correspondent.
"I am primarily interested in improving the activities of the Academy of Sciences. Why did we replace the Chairman of the Academy of Sciences? To make things better. There was time to understand the situation. And you, I am sure, were already deeply involved in the work of the Academy of Sciences before. So, what do you see as the way forward? I have said many times that without science, there is nowhere to go. This is the time," noted the Head of State.
Alexander Lukashenko pointed out that questions are again being raised about strengthening the responsibility of customers for scientific research and innovations, and in general about the link between production and science. "This topic exists. It will always exist," stated the Head of State. "Previously, this topic sounded like: 'We have invented something, but industry, or agriculture, or transport, or someone else doesn't want to adopt it. Look, we've invented a great wonder – they don't want it."
In this regard, the President emphasized that the final decision should rest with the head of the Academy of Sciences. He must study what a particular NAS institute proposes to a specific enterprise and make a decision. And the responsibility will lie with him. "If you impose a decision that is not viable, we will see it immediately. We will see it in practice. You will bear responsibility for it. If the decision you make truly brings benefits, then you will receive everything from state awards to financial incentives," said the Head of State. "Therefore, there is no need to discuss or raise the issue of someone wanting or not wanting something. And besides, you are not far away: pick up the phone, call me – a decision will be made instantly. And we will figure out who can do what and who cannot."
Vladimir Karanik stated that the main task he is orienting all scientists towards is to develop what is in demand by the real sector of the economy, rather than trying to impose upon them what has been achieved.
Alexander Lukashenko supported this position. "This is correct. Absolutely," he said.
"If something turns out to be successful and in high demand, then thank you. Because science must always be one step ahead of our practice and even our consciousness. Therefore, we must look at the results of this invention," the President added.
In turn, Vladimir Karanik noted that the National Academy of Sciences is already "turning its face towards the real sector of the economy." "Everyone notes that the level of interaction with specific enterprises has sharply increased. This applies to BNBC, and dairy processing enterprises, and the agro-industrial sector. It is gratifying that they are already starting to turn to us," said the head of the National Academy of Sciences.
On this matter, the President drew attention: the main thing is that scientists can really effectively, efficiently, and beneficially respond to requests from the real sector of the economy. "There will be great interest (from enterprises. - BELTA note), because you see: pressure from my side, and from ministers, and the government is increasing. And officials will scurry around in various corners to achieve a good real effect," the head of state emphasized.
