The document outlines systemic measures aimed at improving the efficiency of the economy's functioning by ensuring proper management of state-owned enterprises and reducing production costs, developing fair competition in the domestic market, increasing and diversifying exports, and rational import substitution.

It provides for the accelerated development of small and medium-sized businesses, attracting foreign capital for the development and creation of production facilities, and a gradual reduction in credit rates in the economy.

The decree defines areas for additional support for low-income citizens and families raising children. This includes the formation of reserves in the national budget of up to Br8 trillion in 2016 for social support measures for certain categories of the population, and in local budgets - up to Br2.8 trillion for financing expenses on providing non-cash housing subsidies.

The document lays down clear approaches for mobilizing personnel to promptly and effectively solve socio-economic development problems based on a clear division of responsibility.
