President of Belarus Alexander Lukashenko signed the decree "On additional measures to address pressing issues of public life". This was reported to BELTA by the press service of the Belarusian leader.
The document contains measures to address the most pressing issues for the public, received during the collection of voter signatures by the initiative group in support of Alexander Lukashenko's nomination as a presidential candidate.
These measures cover various spheres of life (construction, housing and communal services, transport, energy, employment and social security, healthcare, education, trade, and others).
The document also reflects the instructions on housing construction for military personnel, given by the head of state on June 22 during a working trip to the Brest region.
The decree provides for quarterly reporting on its implementation and ensuring proper public information on the resolution of pressing issues. Control over the implementation of the decree will be ensured by the KGB and the Administration of the President of Belarus.
The text of the document is available to BELTA. The Council of Ministers, together with the regional executive committees and the Minsk City Executive Committee, has been instructed to ensure work in a number of areas.
In the fields of construction, housing and communal services, transport and energy
- develop and approve a program aimed at a significant increase in electricity consumption for heating, hot water supply and cooking needs, including the expansion of preferential terms for consumers heating residential premises and garden houses (dachas) with electric sources;
- ensure the creation of the most favorable conditions, taking into account global experience, for the widespread development of electric transport in the country;
- improvement of the procedure for levying state duty for issuing a permit for a vehicle to participate in road traffic, without linking it to passing technical inspection;
- ensure timely capital and current repairs of the street and road network, development of road infrastructure, road service facilities, territory improvement, as well as a comprehensive approach to replacing utility networks and elements of public amenities in settlements, paying special attention to work sites located near residential buildings;
- maximally consider the interests of citizens when planning public transport routes;
- carry out capital repairs of the housing stock within the established deadlines;
- ensure the proper quality of drinking water, sustainable water supply, wastewater treatment and disposal.
In the sphere of trade
- strengthen control over the price situation in the consumer market;
- take immediate response measures upon establishing facts of unjustified price increases for goods sold.
In the spheres of employment and social security
- ensure the resolution of population employment issues;
- take effective measures to increase wages in organizations with low wage levels;
- exercise effective control over the timely payment of wages;
- ensure an increase in the wage level by creating new high-performance jobs.
In the sphere of healthcare
- continue the further implementation of systemic measures aimed at providing the population with accessible and quality medical care;
- ensure the availability of necessary medicines and control over unjustified price increases for them.
In the sphere of education
- work out the issue of changing the format of entrance examinations for admission to higher education institutions for certain specialties, including admission based on secondary education certificates without entrance examinations for graduates who have received targeted referrals;
- ensure the development of the issue of establishing preferential rights for enrollment at the expense of the budget in higher, secondary vocational and vocational-technical educational institutions for agricultural specialties for persons applying for targeted specialist (worker) training;
- To consider the issue of organising vocational training for pupils in general secondary education institutions, within the framework of the "Labour Training" subject, in the most in-demand agricultural professions ("tractor driver-machinist of agricultural production", "milking machine operator", and others), if necessary.
In the monetary and credit sphere (jointly with the National Bank)
- To ensure increased accessibility of credit resources for all categories of citizens for the purpose of constructing and acquiring housing;
- To ensure accessibility of cash withdrawals from accounts using bank plastic cards, including in rural areas.
Specific instructions for regions have also been given in the order. The Council of Ministers, jointly with regional executive committees, has been tasked with ensuring their implementation.
In Brest Region
- To carry out capital repairs with modernisation of the surgical department at Malorita District Hospital;
- To build school-kindergartens in Kobrin and Stolin, a general secondary school in the Borovki-2 microdistrict of Baranovichi, and a nursery-kindergarten in Zhabinka.
In Vitebsk Region
- To develop and approve a set of measures for the development of Polotsk District for the period up to 2025;
- To open an infectious diseases department at the central hospital in Polotsk;
- To complete the construction of a sports and recreation complex in Chashniki;
- To ensure proper conditions for the stay and accommodation of children at the "Yunost" health camp, a branch of the "Lukomlskaya GRES" of RUP "Vitebskenergo".
In Gomel Region
- To complete the construction of the facility "Sports Games Centre in Svetlogorsk. Phase 1 - Ice Palace";
- To open a shop in the agro-town of Yanovo, Vetkovsky District;
- To complete the construction of a school in microdistrict No. 21 of Gomel.
In Grodno Region
- To ensure the construction of backup wells, water supply networks, and iron removal water treatment stations in the agro-town of Parhimovtsy, Berestovitsky District;
- To take necessary measures for the reconstruction of treatment facilities, modernisation of main sewage pumping stations, and reconstruction and construction of sewage collectors in Lida;
- To build a sports and recreation complex in Slonim.
In Minsk Region
- To build a preschool institution and a school in Fanipol, as well as a school in Stolbtsy;
- A sports and recreation complex in Dzerzhinsk;
- preschool educational institutions in Lyuban, the agro-town of Mikhanovichi, and the settlement of Druzhny;
- a kindergarten - primary school in microdistrict No. 11 Vostochny in Molodechno;
- a new polyclinic building of the healthcare institution "Nesvizh Central District Hospital" in Nesvizh;
- a sports and recreation complex with a swimming pool in Starie Dorogi and a swimming pool in Uzda.
In the Mogilev Region
- carry out repair and restoration works to preserve the palace and park ensemble in the village of Zhilichi, Kirovsky District;
- construct radiological building No. 3 at the Mogilev Regional Oncological Dispensary and an infectious diseases building at Mogilev Hospital No. 1;
- the "South-Western Bypass of Mogilev" road;
- a school with a swimming pool and a kindergarten with a swimming pool in microdistrict No. 7 of Bobruisk.
Jointly with the Minsk Regional Executive Committee and the Minsk City Executive Committee
- implement a set of measures to switch Minsk to water supply solely from underground sources in 2025.
In addition, the directive is to ensure the development and approval by the end of 2020 of the State Program for the arrangement of military towns under the operational management of the Ministry of Defence for 2021-2025.
The Brest City Executive Committee must plan and complete by the end of 2021 the construction of a sports stadium on the territory of the 38th Separate Guards Air Assault Brigade using extra-budgetary funds and a residential building for servicemen of the Brest garrison on a shared construction basis.
Regional executive committees and the Minsk City Executive Committee are instructed to provide servicemen of the Armed Forces with rental housing from the state housing fund in accordance with Article 111 of the Housing Code.
