The document is aimed at implementing the constitutional powers of the head of state to appoint regular elections to local representative bodies (Clause 2, Article 84 of the Constitution of the Republic of Belarus).
State bodies and other organisations are instructed to ensure the fulfilment of organisational measures within their competence for the preparation and conduct of elections. The Government, among other things, must finance the expenses for the election campaign within the funds allocated in the national budget for these purposes.
