On June 13, the Head of State, Alexander Lukashenko, signed Decree No. 172 "On Amendments to the Directive of the President of the Republic of Belarus". This was reported to BelTA by the press service of the Belarusian leader.
The document sets out in a new version Directive No. 2 of December 27, 2006 "On Debureaucratization of the State Apparatus and Improving the Quality of Life Support for the Population".
The decree is aimed at increasing the efficiency of state structures' work with citizens and economic entities, the role of local authorities in resolving issues of concern to the population, the quality of life support for citizens, and the openness of state bodies.
To this end, the new version of Directive No. 2 provides, in particular, for the simplification of interdepartmental interaction and the internal work of state bodies by abandoning excessive reports and other formal documents; strengthening the preventive activities of regulatory bodies; requiring heads of state bodies to eliminate instances of transferring decision-making and approval of issues within the competence of the respective body to a higher level; increasing the accessibility of appeals to state authorities, taking into account the working hours of the employed population, as well as creating conditions for citizens to apply for essential services in electronic form.
In addition, it provides for the development of informatization in the sphere of work with the population, including the maximum use of information systems and Internet resources, the maintenance of official accounts by state bodies on social networks (along with the requirement to ensure information security); and the provision of mobile communication and broadband Internet access services to the rural population.
An inventory of administrative procedures will be carried out on a permanent basis with the aim of reducing and simplifying them, with the maximum consolidation of procedures in one place – at the "one-stop shop" service.
