Sergei Khomenko has been serving as Minister of Justice for just over six months. However, the President noted that the workload on civil servants in Belarus is enormous, which means their service term can be doubled.
"We agreed with you that you would take a fresh look at the Ministry of Justice. And as a person who may not be so closely involved in lawmaking and especially in controlling and organising the lawmaking process, you would think about how to improve the work of the Ministry of Justice," the head of state recalled. "I would like to hear about the situation, the executive discipline in your department, and how the personnel are working. Personnel management has always been, is, and will be the number one issue. Your point of view in this regard."
Deputy Head of the Presidential Administration Olga Chupris also attended the report to Alexander Lukashenko along with Sergei Khomenko.
The head of state recalled that amendments to the Constitution of Belarus were recently adopted, thus creating "a new framework for the state in the sphere of laws and lawmaking."
"Naturally, we should have calculated long ago how many amendments and additions we need, how many laws to adopt to develop the Constitution that was approved in the referendum and is in effect today. This work must be launched immediately," the President set the task. "Both of you will have to be primarily involved in this. We will all be involved in this process, because lawmaking cannot depend only on two people or two departments. This is unacceptable. The whole country must be involved in these processes."
Alexander Lukashenko inquired how this work is viewed in the Ministry of Justice and when it is planned to begin. The President noted that legislation should be brought into line with the updated Constitution within two years, and this time will fly by very quickly. "Therefore, the main laws must be adopted now," he stressed.
