Lukashenko approves new version of university admission rules

President of Belarus Alexander Lukashenko signed Decree No. 2, which approves a new version of the Rules for Admission of Persons for General Higher and Special Higher Education. This was reported to BELTA by the press service of the Head of State.

The admission rules have been refined taking into account the results of broad public opinion research and expert assessments, as well as the testing of certain provisions during the 2022 admission campaign. In general, the updated admission rules maintain the system of admission to higher education institutions enshrined in the Education Code.

"The rules are aimed at increasing the objectivity of assessing applicants' knowledge and ensure the principle of equal opportunity for admission to universities. They also provide for the improvement of the selection of the most prepared and motivated applicants for obtaining specialties in demand by the country's economy," the Presidential press service noted.

In particular, winners of international and republican Olympiads, winners of university Olympiads when entering these universities, graduates of the National Children's Technopark upon recommendation of the supervisory board, graduates of university-affiliated lyceums when entering these universities, as well as persons who have passed the unified state exam in Russia (when enrolling in paid education) are to be admitted without entrance examinations.

Children of military personnel, employees of internal affairs bodies who became disabled while performing their official duties, and pupils of military-patriotic clubs when entering universities of the Ministry of Defence, Ministry of Internal Affairs, State Border Committee and military faculties will be admitted out of competition.

Special admission conditions are introduced for specialties for the Armed Forces, the transport troops, and the border guard service. For these specialties, applicants will only take two subjects (a language and one specialised subject in the form of CE or CT).

Targeted training admission is provided based on the results of an internal university examination, conducted orally or practically (depending on the specialty). When submitting documents for admission, the applicant must present a character reference from their school (college). The Decree also enshrines the powers of the Ministry of Education to regulate certain issues of the admission campaign, including determining the procedure for organizing and conducting the Centralized Examination (CE) and internal examinations, as well as the deadlines for submitting documents and enrolling applicants.

"The Ministry of Education will, in the shortest possible time, ensure a set of organizational and methodological measures for the implementation of the Decree's provisions, including amendments to relevant resolutions of the Council of Ministers, acts of the Ministry of Education, and universities. Necessary explanatory work will be carried out regarding the adopted innovations for applicants and their parents, including through the media. The adoption of the Decree will contribute to the further improvement of the national system for selecting and training personnel with higher education, based on the principles of fair treatment of people and ensuring equal conditions for university admission, as outlined by the President," the press service added.
