On September 17, President of Belarus Alexander Lukashenko signed Decree No. 337 "On Rendering Support to Sports Organisations". BELTA was informed about this by the press service of the Belarusian leader.
The document introduces a new mechanism for state support of federations and sports clubs, granting them the right to receive subsidies with strictly targeted spending of funds. Federations can receive subsidies from the republican budget, while clubs for team and individual sports can receive them from local budgets.
Concurrently, support through sponsors receiving benefits on property tax, land tax, and profit tax will cease.
The Council of Ministers will regulate the amount of subsidies, the total support received by federations and clubs from state organisations in the form of sponsorship, advertising, and other forms, as well as the salaries of federation heads, athletes, coaches, and other specialists.
Budgetary financing will be maintained for clubs that are budgetary organisations.
However, the decree does not restrict the ability to independently manage earned funds and sponsorship received from private organisations.
Furthermore, to stimulate high sporting achievements, a collective prize fund is being established for team sports clubs. The procedure for awarding and the amount of prizes based on the results of the sports season will also be determined by the government.
The Ministry of Sport will oversee the use of support funds from state organisations by federations and clubs, and compliance with legislation in the field of physical culture and sports.
The measures provided for by the decree will ensure the uniform and objective distribution of state support funds, as well as control over their use.
The current Decree of the President of the Republic of Belarus of April 15, 2013, No. 191 "On Rendering Support to Sports Organisations" will cease to be effective on December 31, 2025.
