The "Programme for the Development of Agricultural Organisations of Lepel District for 2011-2015" has been developed and approved by the decision of the Lepel District Council of Deputies. The main goal is to bring the agricultural sector to the principles of self-financing, high-efficiency and competitive development, and to improve the living standards of the rural population.
In 2011-2012, it was possible to stabilise the sown areas of grain and leguminous crops in agricultural organisations at the level of 15 thousand hectares, rapeseed - 4 thousand hectares, potatoes - 0.2 thousand hectares, and flax - 0.7 thousand hectares. To increase soil fertility and crop yields, 201 thousand tonnes of organic fertilisers were applied last year against a target of 200 thousand, and 7.3 thousand tonnes of active substance NPK. This year, the soil has been fertilised at a level not lower than last year. 900 hectares of acidic soils have been limed, which is 100 percent of the plan. The highest percentage of plan fulfilment for grain production in 2011-2012 was achieved by OJSC "Ladna" (79.3%), OJSC "Chareyshchina" (77.8%), SPF "Zaozerie" of OJSC "Lepel MCC" (69.3%).
In 2012, 40.5 thousand tonnes of grain were threshed, yielding 29.6 centners per hectare. The highest yield was in SVF "Zaozerie" of OJSC "Lepel MCC" - 39.8 centners per hectare (8.6 thousand tonnes), and OJSC "Chareyshchina" - 37 centners per hectare (4.6 thousand tonnes).
The state order for grain supplies to OJSC "Vitebsk Grain Processing Plant" by agricultural organisations has been fulfilled. The gross harvest of rapeseed will amount to 4 thousand tonnes with a yield of 11.4 centners per hectare. The expected gross harvest of potatoes this year is 9 thousand tonnes with a yield of 200 centners per hectare.
For the public livestock, 21.1 thousand tonnes of haylage were harvested, calculated in feed units, or 15.8 centners of feed units per conventional head. Silage from corn, amounting to 100 thousand tonnes, should be added to the fodder balance. Thus, fodder production is developing on the basis of a rational combination of high-yielding crops. The programme for the conservation and use of reclaimed land provided for the allocation of 9 billion rubles. This year, 3.8 billion rubles are being spent, including 0.7 billion for new drainage, 1.3 billion for reconstruction, 0.5 billion for land reclamation, and 1.3 billion rubles for repair and maintenance work.
In the previous year, melioration systems were reconstructed in the agricultural production branch "Zaazerye" of OJSC "Lepel MCC" over an area of 226 hectares.
Agromelioration was carried out on 99 hectares in the agricultural production branch "Zaazerye" and the agricultural enterprise "Lepelskoye". 4.3 kilometers of canals were repaired.
Woody and shrub vegetation was cleared from 16.7 kilometers of canals.
Over eight months, 208 hectares of reconstructed land were commissioned in "Zaazerye", and agromelioration was performed on 34 hectares in "Prazhektar". 5.1 kilometers of canals were repaired, woody and shrub vegetation was cleared from 12 kilometers, and 386 kilometers were mown.
It is planned to complete the reconstruction of the melioration system in "Prazhektar" over an area of 105 hectares, carry out agromelioration in "Chareyshchina" and "Lepelagroservice" on 139 hectares, repair 4.1 kilometers of canals, mow 154 kilometers, and clear. In agricultural organizations, milk production increased by 10.7% (27,047 tons were milked), beef cattle production by 4.3% (2,000 tons were raised), and pig production by 15.3% (3,629 tons). The milk yield per cow reached 4571 kilograms (an increase of 289 kg compared to the previous year). In two farms, it exceeded 5000 kilograms: the agricultural production branch "Zaazerye" of OJSC "Lepel MCC" – 5914 kilograms, the agricultural cooperative "Prazhektar" of RUP "Vitebskhlebprom" – 5362 kilograms. In some farms, the sale of "extra" grade milk exceeds the regional average indicators. For example, in the agricultural production branch "Zaazerye" of OJSC "Lepel MCC", 99.2 percent of "extra" grade milk was sold, and in OJSC "Ladna" – 51.2 percent.
The average daily weight gain of cattle in 2011 was 564 grams – 21 grams higher than the previous year's level. The average daily weight gain of pigs was 571 grams.
Milk production for January-August 2012 increased by 6.3 percent compared to the corresponding period last year, livestock production by 21.2 percent, including beef cattle production by 3.9 percent, pig production by 6.1 percent, and poultry production by 45.8 percent. For 2011-2012, the forecast indicators for the production (rearing) of poultry, pig, and beef cattle are being met.
Over the past two years, gross milk production has increased by 16.7 percent, with a 368-kilogram increase in dairy herd productivity. This year, milk yield per cow in lactation will reach 4650 kilograms. High production performance is demonstrated by JSC "Ladna" (Director I.P. Bobovich). Forecast indicators in the sector are being successfully implemented. By the end of the year, it is expected to obtain approximately 5000 kilograms of milk per cow, and the average daily weight gain of young cattle will reach approximately 631 grams. At the "Zaozerie" branch of JSC "Lepelsky MKK" (Director A.P. Bykov), milk yield per cow in lactation for the year will be 6000 kilograms, with an expected average daily gain of 675 grams.
New construction and reconstruction of dairy farms are of key importance. Over the past five years, 24 out of 29 existing farms have been reconstructed with the installation of milk pipelines, modern product coolers, and mobile feed distribution systems. By the end of the year, there will be no farms using bucket milking. We have built and are operating a robotic complex for 930 head at the "Zaozerie" branch of JSC "Lepelsky MKK". In December, a dairy farm for 1000 head with a milking parlor will be commissioned at JSC "Lepelagriservice". This year, eight dairy farms are undergoing reconstruction in each agricultural organization, including the installation of milking parlors, the construction of so-called "arched sheds", and the expansion of premises to accommodate 600 stalls.
The growth rate of gross agricultural production for the period 2011-2012 will average 115 percent, against a target of 110 percent. In 2011, agricultural organizations produced gross output worth 92 billion rubles, a growth rate of 118 percent compared to 2010. JSC "Ladna" has the highest gross agricultural production level at 134.4%, and JSC "Chareyshchina" at 128.9%. For the first 8 months of 2012, the growth rate of gross agricultural production reached 109.8 percent, with output worth 118 billion rubles. The highest growth rate of gross production was achieved by the broiler chick growing unit "Lepel" of STAA "Vitkanprodukt" at 145.8%, KUVSGP "Bobrovo" at 114.5%, JSC "Ladasna" at 113.6%, and the "Zaozerie" branch of JSC "Lepelsky MKK" at 112.9%. In 2011, revenue from the sale of products, works, and services amounted to 109.5 billion rubles, which is 2.1 times higher than in 2010. Revenue from milk sales was 35.1 billion rubles, double the previous year.
The average selling price of one ton of milk for the first eight months of 2012 amounted to 2,813,000 rubles, compared to 1,710,000 rubles (+1,103 thousand rubles). Behind every result lies the strenuous work of the staff. The feasibility of the Programme depends on their qualifications and diligence. Personnel decide everything. According to the demand for labour resources in the main agricultural production specialities and the applications submitted in 2012, 45 young specialists arrived in the Lepel region, including 16 graduates of higher education institutions, 18 from secondary vocational schools, and 11 from vocational lyceums. Since the beginning of the year, 232 workers from the district employment service have been assigned to agricultural organisations. The technical potential is strengthened annually. Over two years, 22 grain harvesting, four fodder harvesting combines, three front-end loaders, one combined soil-cultivating and sowing unit, four combined soil-cultivating units, 18 machines for applying mineral and organic fertilisers, four "Dvina" agrotechnical complexes, three balers, 14 tractors, and other agricultural machinery have been acquired. The technical re-equipment of the machine and tractor fleet will continue in the future.
Undoubtedly, the Programme for sustainable and dynamic development of the region's agricultural sector requires certain adjustments, taking into account daily realities. Not all nuances were covered in the interview. There are many flaws and shortcomings of an objective and subjective nature on the main path. The efforts of the farm collectives are focused on minimising them. The country's leadership has set a specific task to reach the level of highly profitable farming in line with world standards.
