The Ministry of Emergency Situations of Belarus has approved the norms and rules for ensuring nuclear and radiation safety "Requirements for the Ageing Management Programme of Nuclear Power Plants". The corresponding resolution of the Ministry of Emergency Situations dated December 6, 2018, No. 61 has been officially published on the National Legal Internet Portal, BELTA reports.
Ageing management involves the development, implementation, and maintenance of an appropriate programme. It is developed by the operating organisation at the stage of commissioning the NPP. The programme must be aimed at ensuring the required level of safety of the nuclear power plant throughout its entire operational life.
The document must be coordinated with other relevant programmes, including those for safety enhancement, operational control, equipment life management, maintenance and repair, inspection and testing regimes, periodic safety assessment, etc.
The programme must include measures to mitigate the effects of ageing. If measures to mitigate the effects of ageing do not ensure safety, a decision is made to change the conditions for safe operation of the reactor unit or to cease the operation of the relevant component.
The effectiveness of the NPP ageing management programme is assessed at least once a year.
The resolution comes into force after its official publication.
