One of the main issues considered at the regular meeting of the presidium of the district council of deputies was dedicated to the topic of medical care for the population by the Borovka and Zaslonovo medical outpatient clinics.
Before discussing the issue, the presidium members visited the villages of Borovka and Zaslonovo, where they familiarized themselves with the organization of the outpatient clinics' work and the list of services provided to the population.
Thus, the territory served by the Borovka general practitioner outpatient clinic includes four healthcare facilities – the local outpatient clinic, as well as the Lyadno, Chareyshchyna, and Zabory feldsher-midwife posts, where medical assistance is provided to residents of 21 settlements. The outpatient clinic is located in adapted premises of five-story residential buildings and is equipped with all necessary medical supplies, sanitary transport, central heating, and water supply.
The outpatient clinic serves a population of three thousand and ninety-six residents in its catchment area, excluding FAPs (Feldshers' and Midwives' Posts), of whom 431 are children under eighteen years of age, and 28 are under one year of age. The non-working population constitutes 754 individuals, or 24.35 percent of the total population. Outpatient appointments are conducted by physicians Mariya Padzila, Alena Puzyankova, and Natallya Savich. Volha Hancharova, an obstetrician-gynecologist from the healthcare institution "Lepel Central District Hospital," works on a half-time basis. On average, physicians receive over 19,000 visitors annually, with approximately five thousand home visits made by physicians. This means that, on average, each resident in the serviced area made 7.7 physician visits. Approximately 13,000 visits are made to feldshers at FAPs annually. During the same period, they handle over three thousand calls and activations. The overall morbidity rate in the area for the past year was 788.4 per one thousand population. Compared to 2011, there has been a slight increase in the overall morbidity rate by 8.68 percent, attributed to common colds. The birth rate last year was 49 individuals (48 in 2011), or 10.87 per one thousand population, and the overall mortality rate was 40 individuals, or 8.88 per one thousand population. Of the forty deceased individuals, seven were of working age. Among the causes of death, circulatory system diseases rank first, accounting for the lives of 16 people. Second place is occupied by old age mortality – eleven individuals, and third place by fatalities from neoplasms – six.
The Borovsk outpatient clinic operates a day hospital with four beds. Last year, 199 patients completed a course of treatment here (181 in 2011), and 104 patients were treated in the home-based hospital care program (80 in 2011).
Within the territory served by the Zaslonovo general practitioner's outpatient clinic, there are three healthcare facilities: the Zaslonovo general practitioner's outpatient clinic, and the Cherski and Horki feldshers' and midwives' posts, which provide medical care to the population in 24 settlements. The outpatient clinic is located in a well-maintained, adapted premises – formerly, it housed the garrison's medical and sanitary unit. At one time, the premises of the general practitioner's outpatient clinic underwent modernization and are equipped with the necessary equipment and sanitary transport. It also has central heating and water supply.
The number of residents in the serviced area without FAPs (Feldsher-Obstetric Points) is two thousand 782 people, including 462 children under 18 years of age, and 30 children under one year of age. The non-working population comprises 412 people, or 14.81 percent of the total population. General practitioner Heorhiy Shabunko provides outpatient consultations. On average, seven patients visit him daily, and he conducts approximately 1.7 thousand home visits to patients annually.
The overall morbidity rate in the area for the past year was 826.74 cases per one thousand population (in 2011 – 722.5). The increase in the overall morbidity rate by 14.42 percent was due to common colds. The birth rate last year was 23 people (in 2011 – 23), or 8.26 per one thousand population. The overall mortality rate was 33 people, or 11.86 per one thousand population. Of the 33 deceased individuals, eight were of working age. The majority of deaths were caused by circulatory system diseases – 16 people; nine people died of old age, and seven died due to neoplasms.
In the day hospital with five beds, 211 patients underwent treatment during the past year (in 2011 – 201), and 107 patients were treated in the home hospitalisation service (in 2011 – 82).
The medical staff of the outpatient clinic provides necessary assistance in remote settlements. There is also a dental office staffed by a dental assistant. Specialists from the polyclinic department also see patients at the outpatient clinic.
Further strengthening of the material and technical base of healthcare institutions with medical equipment in accordance with the Equipment Schedule is planned. The improvement of medical services will also be facilitated by ensuring a phased approach in the medical care system, increasing the responsibility of doctors and secondary medical personnel for the health of the population and the quality of care provided, as well as the further development of medical and social assistance and the improvement of medical and vocational rehabilitation.
