Ministry of Culture approves protected zone for Konstantin Zaslonov monument on Orsha railway station platform

19 December, Vitebsk /BELTA correspondent/. The project for the protection zones of the historical and cultural value - "Monument to K.S. Zaslonov, graves of K.S. Zaslonov and E.V. Korzhen on the platform of the railway station in Orsha, Vitebsk region" has been approved by the Resolution of the Ministry of Culture of Belarus dated 10 December 2012 No. 84. The Resolution has been officially published on the National Legal Internet Portal of the Republic of Belarus, reports BELTA correspondent.
The project for the protection zones of the monument to the Hero of the Soviet Union Konstantin Zaslonov and his adjutant Yevgeny Korzhen was carried out based on historical, archival and bibliographical research, and analysis of the urban development situation. Clear boundaries of the protection zone territories have been defined, and the regimes for their maintenance and use have been established. The protection zone is located on the territory of the railway station platform and is defined based on the conditions for the best perception and preservation of the physical parameters of the historical and cultural values. Its area is 0.33 hectares.
The status of the protection zone determines that the installation of large-scale advertising structures, the placement of trading kiosks, and the construction of buildings and structures are prohibited on its territory. Works on the improvement of the territory and the laying of necessary engineering communications are permitted within the protection zone.
The project for the protection zones was developed by order of the Transport Unit of the Vitebsk Branch of the Belarusian Railway, Orsha Distance of Civil Structures.
As noted in the Department of Culture of the Vitebsk Regional Executive Committee, there are over 900 real estate objects in the region classified as historical and cultural values. In accordance with the law, their owners must have projects for the protection zones of historical and cultural values. Currently, over 20 monuments have such projects. This year alone, they have been obtained by the ensemble of the Holy Transfiguration Monastery in Polotsk, the estate of Yanka Kupala in the village of Levki, the building of BelGRES in the settlement of Orekhovsk, and the complex development of buildings on Lenin Street in Glubokoye.
The monument to Konstantin Zaslonov and his grave are located on the platform of the Orsha railway station. The grave contains the remains of Hero of the Soviet Union Konstantin Sergeyevich Zaslonov (1910-1942), organiser and leader of the patriotic underground in the Orsha depot, commander of a partisan detachment, and commander of the partisan brigade "Uncle Kostya". Konstantin Zaslonov died on November 14, 1942, in a battle against punitive forces in the village of Kupovat, Sennensky district. He was posthumously awarded the title of Hero of the Soviet Union. Yevgeny Vasilyevich Korzhen (1924-1942) was Konstantin Zaslonov's adjutant. He died in battle alongside his commander. In December 1947, in accordance with the decision of the Executive Committee of the Orsha City Council, the remains of Konstantin Zaslonov and Yevgeny Korzhen were reburied from the village of Kupovat to Orsha – in the square on the Moscow side of the Orsha-Tsentralnaya station. A marble slab has been installed on the grave. The grave of K. Zaslonov and E. Korzhen is included in the State List of Historical and Cultural Values of Belarus.-0-
