The Ministry of Health continues its work to ensure the sector's transition to a new remuneration system from January 1, 2020. This information is posted on the ministry's website, according to BELTA.
The draft resolutions developed by the Ministry of Health on the new remuneration system provide for a significant reduction in the number of currently existing payment types.
In particular, currently, the healthcare sector provides for over 50 types of payments (increases, bonuses, and allowances). It is proposed to optimise their number to 13 (9 incentive bonuses and 4 compensatory allowances). At the same time, the salary of each employee will not decrease with the introduction of the new remuneration system, as numerous payments will be combined into new types with the simultaneous consolidation of their amounts in monetary terms.
Specialists from the ministry, the main healthcare departments of regional executive committees, and the healthcare committee of the Minsk City Executive Committee, together with trade unions, have begun explanatory work among staff on the introduction of the new remuneration system. The Ministry of Health will also continue its work to increase the salaries of sector employees.
According to Decree No. 27 of January 18 "On the Remuneration of Employees of Budgetary Organisations," a new remuneration system is being introduced from 2020. The main changes are as follows: the base tariff rate of the first category (Br36.4) is replaced by a basic rate (Br180), and a 27-category unified tariff scale is replaced by an 18-category one. The new tariff scale provides for the tariffing of positions: doctors - from the 7th to the 11th tariff categories, mid-level medical staff - from the 3rd to the 6th tariff categories, and a clear distinction of powers between the Government of Belarus, republican management bodies, and budgetary organisations in determining remuneration conditions, and establishing incentive bonuses and compensatory allowances.
The salaries of employees of budgetary organisations will consist of: a base salary, incentive payments in the form of bonuses and premiums, and compensatory payments. The seniority bonus will depend on the employee's length of service in budgetary organisations: up to 5 years - 10%, from 5 to 10 years - 15%, from 10 to 15 years - 20%, 15 years and above - 30%. Premiums will be paid from funds allocated in the respective budgets, at a rate of 5% of the employees' base salaries. In addition, payments not related to their work will be made to employees of budgetary organisations.
In accordance with normative documents of the President and the Government, employees shall be paid the following allowances and supplements: an allowance for work under a contract employment arrangement, a supplement for an academic degree and academic title, for overtime work, on public holidays, festive and rest days, as well as for work in hazardous or harmful working conditions. A one-time payment for health improvement shall be made upon proceeding on annual leave, calculated at 0.5 of the employee's salary.
Financial assistance shall be provided, as a rule, in case of unforeseen financial difficulties, with funds allocated for these purposes amounting to 0.3 of the employee's average monthly salary. The specific amounts of bonuses, one-time payments for health improvement and financial assistance, as well as the procedure and conditions for their payment, shall be determined by regulations approved by the heads of budgetary organizations.
Upon the introduction of a new remuneration system from January 1, 2020, a reduction in the accrued salary amounts (excluding bonuses) of employees of budgetary organizations operating at the time of the introduction of the new remuneration conditions shall not be permitted.
