Igor Urban, Chairman of the District Council of Deputies, Deputy of the Vitebsk Regional Council of Deputies of the 29th convocation for the Lepel Electoral District No. 27, addressed the attendees:
— …There are dates and events that time cannot overcome. They will forever remain in people's memory and resonate in their hearts with pain and sorrow. It is our duty not to let the feat and tragedy of the Belarusian people during the Great Patriotic War be forgotten.
Vitaly Zhigimont, Prosecutor of Lepel District, spoke about the progress of the criminal investigation into the genocide of the Belarusian people, mass punitive operations against civilians, and the destruction of villages along with their inhabitants.
The rally participants honored the memory of the fallen with a minute of silence and laid flowers at the memorial.
