We discuss the socio-economic development of Lepel District with the Chairman of the District Executive Committee, Mikhail Kiselevich.
— I view all the work being done in the district as a set of tasks, the solution of which serves the main goal of making life in Lepel Region more comfortable. This includes not only social facilities that are being improved, retail chains, and housing commissioned, but also the district's economy, which must ensure a decent standard of living for all citizens.
— Mikhail Leonidovich, let's start our conversation with the industrial sector…
— The industrial enterprises of the district have ensured profitable and efficient operation. In this sector, growth in the industrial production index of 103 percent has been achieved, new types of products have been mastered, and work on the technical re-equipment and modernisation of production facilities continues. In 2021, the sales profitability was 6.9 percent.
The main directions for the development of the district's industry remain ensuring the effective development of enterprises, expanding sales markets, increasing the range and improving the quality of manufactured products, including through the implementation of planned measures for the modernisation and technical re-equipment of existing capacities.
— In the district, as in the country as a whole, emphasis is placed on the development of agriculture.
— For the district as a whole, in 2021, the gross agricultural output increased by 3.4 percent, including cattle breeding by 6.6 percent and pig farming by 39.2 percent.
Work on the technical re-equipment of the sector continues. In 2021, 23 units of agricultural machinery were acquired, and the construction of 3 and reconstruction of 1 calf-rearing facilities with a total capacity of 194 heads were carried out.
For the sowing campaign
In 2022, 8.2 thousand hectares of winter cereal crops, 3.5 thousand hectares of winter rapeseed and colza were sown. Stubble ploughing was carried out on an area of 7.1 thousand hectares.
Measures are being taken to accumulate organic and mineral fertilizers for spring sowing, and repair work on machinery is underway. The construction of 2 buildings for young cattle housing for 200 heads each, made of light-frame structures, and 3 calf-raising facilities is planned. Work on updating the machine and tractor fleet remains under control.
— Mikhail Leonidovich, what are the plans for this year regarding the construction of apartment buildings?
— In 2022, the construction of at least 10.6 thousand square meters of housing is planned, including 5.7 thousand with state support.
On January 31 of the current year, a 5-story, 40-apartment residential building No. 90v on Kalinin Street, with a total area of 2219 square meters, was commissioned. 34 families, including 24 large families, improved their housing conditions there.
A 40-apartment residential building No. 3 on Yalugina Lane is already under construction, and the construction of a 60-apartment residential building on M. Gorky Street is also planned.
Plans include developing design and estimate documentation and commencing the construction of an apartment building on Sadovaya Street in the village of Domzheritsy.
One of the main activities of the district executive committee is the development of individual housing construction in the district, which is planned at the level of 6.7 thousand square meters.

— Significant landscaping work was carried out in 2021 in the town of Lepel and the rural settlements of the district. For example, sections of the road surface were repaired on Chuykov Street (intersection of Budyonny and Maxim Gorky Streets), Voykova Street (from "Santa" shop to Internatsionalnaya Street), Sovetskaya Street (from Budyonny Street to Borisovsky Trakt Street and from Ulyanka Street to the DOSAAF driving school).
Pedestrian paths were equipped on Volodarsky, Lobanka, Internatsionalnaya, and Kalinin Streets (from the museum to Internatsionalnaya Street and near the culinary complex), as well as on Borisovsky Trakt Street (from the railway crossing to the "Lepelka" shop) and near the intersection of Internatsionalnaya and Partizanskaya Streets.
2 children's play complexes were purchased and installed in the villages of Borovka and Domzheritsy.
Significant work to prevent intensive wear and tear of road surfaces, eliminate defects, asphalt paving, and ensure traffic safety on republican and regional roads is carried out by the branch "DЭU №37" of RUP "Vitebskavtodor" and the branch "DRSU №202" of KUP "Vitebskobl استرoy". In 2021, these organizations carried out current repairs on 12 kilometers of roads.
Special attention is paid to the greening of Lepel town and Lepel district. A total of 1.4 thousand trees and 2.5 thousand shrubs have been planted.
At the same time, there are a number of issues that the executive authorities of the district will pay increased attention to in 2022. These primarily include road surface repairs, compliance by legal entities and individuals with sanitary and environmental legislation, district greening, and other issues related to improvement and tidiness of the land.

— Based on the results of 2021, 70.0 million rubles of investment in fixed capital were attracted to the economy of Lepel district, or 138.4 percent compared to the 2020 level at comparable prices, including construction and installation works amounting to 34.5 million rubles, or 138.5 percent. Expenditures on the acquisition of machinery and equipment amounted to 24.2 million rubles.
In the current year, at least 80 million rubles will be attracted to the district's economy.
A dormitory building for 166 places will be commissioned at KUP DROTS "Zhemchuzhina" in the village of Borovka, Lepel district. The implementation of this project will create 50 new jobs in rural areas, as well as increase the utilization rate of the existing capacities of the operating sanatorium by up to 30 percent.
Restoration of a 19th-century architectural monument as a local history museum (the former wine-refining warehouse building) on Sovetskaya Street in Lepel is underway. In 2022, 1 million rubles are allocated from the local budget for the completion of construction and installation works.
Work on the reconstruction and repair of drainage and main structures of land reclamation and water management systems will continue. In total, over 900 thousand rubles are planned to be utilized in 2022.
Within the framework of utilizing these funds, the reconstruction of the "Volosovichi" land reclamation system at the agricultural unitary enterprise "Prozhektor-agro" over an area of 158.9 hectares is planned.
In addition,
the implementation of the project "Woodworking production of the state forestry institution "Lepel Forestry". They will also build over 20 kilometers of forestry roads and acquire new logging equipment.
The commissioning of a grain cleaning and drying complex (ZSK-100) with a grain storage complex for 30 thousand tons is planned. The project is being implemented by the "Lepel" branch of CJSC "Vitebskagropromproduct".
It should be noted that the Lepel region has high tourism potential. On the territory of the district, there is a unique object that is a natural heritage of Belarus. The Berezinsky Biosphere Reserve is a reserve of clean, diverse and beautiful wild nature, which began to form here thousands of years ago after the melting of ancient glaciers. All residents of our republic and foreign citizens can see this beauty!
Much will be done to develop the tourism activities of the GKU "Berezinsky Biosphere Reserve". The implementation period of the projects is 2022-2025. The total investment costs will be 6 million rubles, of which 1.8 million rubles will be invested in 2022. All this will increase the number of visitors by 25 thousand people per year.
Special attention is paid in the Lepel region to creating conditions for the comfortable life of people with disabilities. Thus, last year, a culinary workshop was commissioned on the territory of the Center for Labor and Socio-Domestic Rehabilitation of Disabled People in Lepel, Lobanka St., 30. The construction of the facility was carried out jointly with the international charitable public association "EcoDom". In addition, within the framework of the joint project, the construction of the facility "Center for Social Adaptation, Rehabilitation, Education, Housing for Disabled People and Temporary Shelter in Lepel, Lobanka St., 17" has begun.

— First of all, I want to express sincere words of gratitude to all medical workers. During the pandemic, they remain true to their duty until the end, devotedly and selflessly care for patients, forgetting about fatigue, saving human lives. Thanks to the coordinated work, responsibility and attention of medical specialists, we manage to withstand severe trials. Thank you to the medical workers for their courage, noble and creative work! We sincerely wish them to take care of themselves, as the well-being of all citizens depends on their health.
In 2021, 1.5 million rubles were allocated for the development of the material and technical base in the healthcare sector. The hospital's admission department was modernised with the installation of a computed tomography scanner, and two general practitioner's offices in the polyclinic and an FGDS (fibrogastroduodenoscopy) room underwent current repairs. A significant amount of equipment was acquired through budget funds and sponsorship.
The total expenditure on healthcare from the district budget in 2021 amounted to 19.2 million rubles.
In 2022, the second stage of the hospital's admission department modernisation is planned, along with the modernisation of the inpatient facility's cargo and passenger lifts, and the catering unit.
Significant importance will also be attached to strengthening and renewing the organisation's human resources.

— Students in the district demonstrate strong achievements in Olympiads and centralised testing.
Targeted work is being carried out on the career guidance of school leavers. Professional training in the professions of "Computer Operator," "Gardener," and "Mechanic for Repair of Agricultural Machinery and Equipment" has been organised for students in grades 10-11 at the Lepel State Agrarian and Technical College.
The district takes pride in the fact that, based on the results of centralised testing in 2021, the Lepel region secured 1st place in the oblast. Two graduates from the I.M. Yerashov Gymnasium and Secondary School No. 3 in Lepel received 100-point certificates in Chemistry and Biology. The admission rate of graduates to higher education institutions was 76 percent.
In 2021, over 3.8 million rubles were allocated to strengthen the material and technical base of educational institutions.
Current repairs were carried out at 7 preschool and school education institutions, the educational process was equipped with computers and office equipment, and modern equipment and a bus were purchased.
In addition, through funds from the International Bank for Reconstruction and Development, the first commissioning complexes for the capital repair and modernisation of the state educational institutions "Borovskaya Secondary School of Lepel District" and "Zaslonovskaya Secondary School of Lepel District" were put into operation.
An important project in the education sector will also be the construction of a kindergarten in the microdistrict on Chuykov Street in Lepel, with a capacity of 230 places, by 2025. This year, the

As it is known, in 2020, a football pitch with an artificial surface was opened in Lepel at Secondary School No. 3 within the framework of cooperation with the association "Belarusian Football Federation".
This year, it is planned to construct a similar pitch with modern running tracks on the territory of the gymnasium named after I.M. Yerashov in Lepel.
