This was stated to journalists by the Prime Minister of Belarus, Roman Golovchenko, after visiting the oil industry enterprise.
The head of government noted that the DCU is a very complex facility and its construction has been delayed for several years. Nevertheless, there are grounds to believe that the complex will start operating this year. "We plan to complete the construction and installation part in May and immediately proceed to commissioning. In the best-case scenario, by the beginning of the fourth quarter of this year, and if complications arise, by the end of the year, we intend to start receiving the first product from this unit. This is important for us, because by increasing the depth of processing and the output of petroleum products, we will compensate for losses from the tax maneuver," noted Roman Golovchenko.
According to him, to constantly monitor the progress of the investment project and avoid delays, a headquarters headed by the Minister of Architecture and Construction, Ruslan Parhamovich, and the Chairman of the Belneftekhim concern, Andrey Rybakov, works at Naftan every two weeks.
Journalists also asked the Prime Minister for his opinion on the program for the socio-economic development of Belarus for 2021-2025. In particular, about the idea of creating a state corporation in the agricultural machinery industry. Roman Golovchenko emphasized that this proposal is under consideration. "The creation of state corporations is a step in the right direction. It is the consolidation of the technological, engineering, and marketing potential of enterprises. It is important now to have powerful structures that are capable of attracting significant financial flows and credit resources. In essence, this is a deeper degree of integration compared to existing holdings. But it will take time to fully assess the entire scale and make the right management decisions," added the head of government.
In the socio-economic development of the country for the five-year period, there are several main vectors. The first is a focus on the traditional industry – petrochemicals. The state will continue to invest in it. "But at the same time, the development of regions is a priority. While concentrating labor resources and productive forces around large cities, we must not forget about the districts. Today we visited one of them – Verkhnedvinsk. It is an agricultural region with a small industry. Taking into account the existing benefits, it is necessary to develop production in each settlement," Roman Golovchenko summarized.
