Monitoring of buildings and structures of the Educational Institution "Bobrovskaya Primary School of Lepel District", Educational Institution "Kamenskaya Primary School of Lepel District", Educational Institution "Borovskaya Secondary School named after G.K. Zhukov of Lepel District", Educational Institution "Slobodskaya Secondary School named after N.M. Pshenko of Lepel District", Educational Institution "Starolepel Base School named after A.A. Marunko of Lepel District", inspection of the branch "Lepel Road Repair and Construction Department No. 202" of the State Enterprise "Vitebskoblodorstroy"

The Lepel District Department for Emergency Situations reports that in October, employees of the department conducted monitoring of the Educational Institution "Bobrovskaya Primary School of Lepel District", Educational Institution "Kamenskaya Primary School of Lepel District", Educational Institution "Borovskaya Secondary School named after G.K. Zhukov of Lepel District", Educational Institution "Slobodskaya Secondary School named after N.M. Pshenko of Lepel District", Educational Institution "Starolepel Base School named after A.A. Marunko of Lepel District", and also carried out an inspection of the branch "Lepel Road Repair and Construction Department No. 202" of the State Enterprise "Vitebskoblodorstroy"

During the performance of the above-mentioned work, it was established that during the visit to the buildings and structures of the aforementioned institutions, the following violations were identified:

Educational Institution "Kamenskaya Primary School of Lepel District":

the educational building is not equipped with a fire alarm system with an object-based terminal device for transmitting fire notifications

Educational Institution "Borovskaya Secondary School named after G.K. Zhukov of Lepel District"

- the floor covering in the corridors is made of materials with unknown fire hazard characteristics

Educational Institution "Slobodskaya Secondary School named after N.M. Pshenko of Lepel District"

the general fire safety instructions are not developed in accordance with Appendix 1 to the Resolution of the Ministry of Emergency Situations No. 82 (information is missing: on the procedure, norms for storage and transportation of substances and

materials, considering their aggregate state, storage compatibility, and homogeneity of extinguishing agents; on the procedure for organising training exercises for evacuation of people in case of fire)

a fire evacuation plan for people in the school building basement has not been developed in accordance with Appendix 2 to the Ministry of Emergency Situations Resolution No. 82

evacuation routes and emergency exits of stairwells, the canteen premises, and the workshop premises in the school basement are not marked with fire safety signs as provided for by technical normative legal acts (Clause 44 of the General Technical Regulations for Fire Safety).

the locations of fire extinguishers in the school are not marked with signs in accordance with the requirements of GOST 12.4.026-2015

the direction of door opening on the stairwell of the first and second floors of the school has been changed (the door does not open in the direction of exit from the building)

locks on doors located on evacuation routes (external emergency exit door from the stairwell) do not ensure the possibility of their free opening from the inside without a key

Educational Institution "Starolepel Basic School named after A.A. Marunko of Lepel District"

the locations of fire extinguishers in the corridor of the senior school, in the boiler house building, and in the junior school are not marked with signs in accordance with the requirements of GOST 12.4.026-2015

on evacuation routes (at the central emergency exit), a floor level difference (22 centimetres) is allowed without having 3 steps or a ramp with a slope not exceeding 1:6

Branch "Lepel Road Repair and Construction Department No. 202" of State Enterprise "Vitebskobldorstroy"

the operational and serviceable condition of fire protection and fire extinguishing means is not ensured (fire extinguisher on the second floor of the administrative building)

a fire evacuation plan for people from the administrative building has not been developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety"

locks on doors located on evacuation routes (external emergency exit door from the administrative building, door from the assembly hall of the administrative building) do not ensure the possibility of their free opening from the inside without a key

the petrol filling station is not equipped with the necessary number of primary fire extinguishing means in accordance with Clause 30 of the Appendix to the Instructions on the Norms of Equipping Facilities

primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82

the boiler room of the repair mechanical workshop is not equipped with the necessary amount of primary fire extinguishing means in accordance with clause 3 of the Annex to the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82

the "Belarus" tractor, state registration number VV-2 2486, is not equipped with the necessary amount of primary fire extinguishing means in accordance with clause 21 of the Annex to the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82

the laboratory building, the weighbridge, is not equipped with the necessary amount of primary fire extinguishing means in accordance with clause 2 of the Annex to the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82

the operational and serviceable condition of fire protection and fire extinguishing means (fire hydrant at the bitumen cationic emulsion plant) is not ensured

Based on the results of the monitoring conducted at the Educational Institution "Bobrovskaya Primary School of Lepel District", no violations of fire safety requirements were detected.

In buildings equipped with a fire alarm system, a check of the serviceability and operability of the systems was carried out together with representatives of the servicing organisations. No violations were detected during the work performed.

Evacuation plans for fire or other emergency situations, as well as instructions on compliance with fire safety rules, have been conducted with the staff of the institutions.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organisations must ensure fire safety and fire prevention measures in their respective organisations.
