Monitoring of the "Lepel Bakery" branch and the "Lepel Regional Psychiatric Hospital" healthcare institution

In February, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring of the "Lepel Bakery" branch of OJSC "Vitebskhlebprom" and the "Lepel Regional Psychiatric Hospital" healthcare institution, with the aim of eliminating causes and conditions conducive to emergencies.

The following violations were identified as a result of the measures taken:

At the "Lepel Bakery" branch of OJSC "Vitebskhlebprom":

- The general fire safety instructions do not comply with the requirements;

- Property was stored in the passageway to the external emergency exit door in the bakery shop, reducing its minimum evacuation width;

- Combustible materials were placed under the flights of the emergency staircase in the administrative building;

- A storage area was created under the flights of the emergency staircase in the administrative building;

- Training on fire-technical minimum programmes was not organised for employees responsible for fire safety of the business entity, operating heat-generating equipment, responsible for the preparation and/or conduct of hot work, and performers of hot work, who are assigned the duties of conducting fire safety briefings;

- The evacuation plan in the bakery shop does not comply with the requirements;

- Fire safety information stands were not provided at all facilities;

- The operability and serviceability of the automatic fire alarm system installed in the administrative building were not ensured, and a contract with a specialised organisation for its technical maintenance was not concluded;

- evacuation routes and emergency exits in the dormitory, bakery workshop, and administrative building are not fully marked with fire safety signs as required by technical normative legal acts;

- stairwell doors in all buildings are not equipped with self-closing devices;

- the dormitory building is not equipped with a fire alarm system with an object terminal device for transmitting fire alarms;

- storage of cylinders with flammable gas is permitted without a plug installed on the side outlet of the valve, and cylinders with a volume of 40 liters or more are not equipped with protective caps;

- the garage building is not provided with primary fire extinguishing means;

- the dormitory building is not provided with primary fire extinguishing means;

- external emergency exit doors in the dormitory, bakery workshop, and administrative building are not equipped with locks that allow them to be opened freely from the inside without a key;

- the dormitory building lacks a fire evacuation plan approved by the head of the business entity in the form determined by the Ministry of Emergency Situations.

Following the monitoring conducted at the Healthcare Institution "Lepel Regional Psychiatric Hospital", no violations of fire safety requirements were identified.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations within their respective organizations.
