In July, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted a monitoring inspection of the State Educational Institution "Lepel Variety Testing Station".
During the supervisory activities, it was established that the State Educational Institution "Lepel Variety Testing Station" does not fully comply with the requirements for ensuring safe evacuation in case of fire, and general requirements for ensuring fire safety at the facility, namely:
- A facility-wide fire safety instruction has not been developed
- Training has not been organised for employees responsible for fire safety of the economic entity (its structural divisions); employees operating heat-generating appliances; employees responsible for the preparation and/or execution of hot work; employees performing hot work; employees engaged in the cleaning, harvesting, processing, and storage of grain and leguminous crops and roughage; members of volunteer fire brigades from among the employees of the economic entity; employees assigned the duties of conducting fire safety briefings, according to fire-technical minimum programmes
- Fire safety briefings are not organised, nor is employee training on fire safety measures conducted; records of fire safety briefings are not kept in the registration log
- Fire safety information stands are absent
- An evacuation plan for people in case of fire has not been developed for the administrative building
- The categories of explosion and fire hazard for the repair workshops, grain storage facilities, fuel and lubricants warehouse, spare parts warehouse, and farms in the villages of Lyudchitsy and Drimavshchina have not been determined in accordance with the criteria established by the Ministry of Emergency Situations
- Tractors are not fully equipped with primary fire extinguishing means
- Evacuation routes and emergency exits from the laboratory building are not marked with fire safety signs as required by technical regulatory legal acts
- The operability and serviceability of fire protection and fire extinguishing equipment are not ensured; the fire extinguisher on the tractor is not sealed; the fire extinguisher located near the grain storage building has no pressure
- for the furnace of drying
- no installation of 1 powder extinguisher with a extinguishing agent mass of at least 4 kilograms or 1 air-foam extinguisher with a capacity of at least 5 liters is provided
- doors of the evacuation exit from the laboratory building are not equipped with a lock that allows them to be opened freely from the inside without a key
- in the administrative building and in the farm building in the village of Drimovshchina, the surface of the heat-retaining stove pipe in the attic, through which the smoke channel passes, is not plastered and whitewashed. The surface of the wall of the heat-retaining stove, through which the smoke channel passes, has through cracks
- the stove chimney in the administrative building in the grain storage building is not constructed in accordance with the requirements of technical normative legal acts (the chimney is made of a material that does not structurally ensure the safe operation of the stove) (at the time of monitoring, the stoves were not in operation)
Evacuation plans for fire or other emergency situations have been practiced with employees, and instructions on fire safety rules have been provided. During the monitoring, presentations were made in work collectives, where 7 people were instructed.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
