Monitoring of the Educational Institution "Bobrovskaya Kindergarten-Primary School of Lepel District", Educational Institution "Kamenskaya Kindergarten-Primary School of Lepel District"

The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring at: Educational Institution "Bobrovskaya Kindergarten-Primary School of Lepel District" at the address: Lepel District, Bobrovo village, and Educational Institution "Kamenskaya Kindergarten-Primary School of Lepel District" at the address: Lepel District, Kamensk village.

During the inspection at the Educational Institution "Bobrovskaya Kindergarten-Primary School of Lepel District", violations of fire safety requirements were identified, which do not pose a threat to national security, harm to the life and health of the population, or the environment. Specifically, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Owned by Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter referred to as GFPS):

‑ Training on fire technical minimum programs for employees responsible for fire safety of the business entity and members of volunteer fire brigades from among the employees of the business entity has not been organised (Clause 3.2 GFPS);

- Doors of evacuation exits from the educational building are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 GFPS);

- The general fire safety instructions do not comply with the requirements of Annex 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 of 21.12.2021 "On Ensuring Fire Safety" (Clause 3.2, Clause 7 GFPS);

The Educational Institution "Kamenskaya Kindergarten-Primary School of Lepel District" has the following violations:

‑ Training on fire technical minimum programs for employees responsible for fire safety of the business entity and members of volunteer fire brigades from among the employees of the business entity has not been organised (Clause 3.2 GFPS);

- Doors of evacuation exits from the first floor of the educational building are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 GFPS);

- Evacuation routes and

- evacuation exits of the educational building are not fully marked with fire safety signs as required by technical regulatory legal acts (para. 44 of the General Fire Safety Regulations);

- an evacuation plan has not been developed in accordance with Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82 (para. 2 of Resolution of the Ministry of Emergency Situations No. 82);

- the general fire safety instructions do not comply with the requirements of Appendix 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (para. 3.2, para. 7 of the General Fire Safety Regulations);

- primary fire extinguishing means (fire extinguisher) on the 2nd floor of the educational building are not in working order (para. 54 of the General Fire Safety Regulations)

- the educational building is not equipped with a fire alarm system with a facility-based fire alarm transmission system endpoint (para. 13 of Appendix Table F.1, para. 1 of Appendix Table Kh.1 of SN 2.02.03-2019, para. 9 of the General Fire Safety Regulations);

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
