Monitoring of the State Enterprise "Children's Rehabilitation and Health Resort Center "Zhemchuzhina"

The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted a monitoring of the State Enterprise "Children's Rehabilitation and Health Resort Center "Zhemchuzhina" with the aim of eliminating causes and conditions conducive to emergencies.

The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted a monitoring of the State Enterprise "Children's Rehabilitation and Health Resort Center "Zhemchuzhina" with the aim of eliminating causes and conditions conducive to emergencies.

Following the results of the event, the following violations were identified concerning the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter referred to as the GFS Requirements); and the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 of 21.12.2021 "On Ensuring Fire Safety" (hereinafter referred to as MES Resolution No. 82), namely:

doors located on evacuation routes (doors separating corridors, halls, stairwells, rooms with mass occupancy, external evacuation doors) (in all buildings) are equipped with locks that do not allow them to be opened freely from the inside without a key (Clause 48 GFS Requirements);

evacuation routes and emergency exits from the canteen building and the garage building are not fully marked with fire safety signs as required by technical regulatory legal acts (Clause 44 GFS Requirements);

evacuation plans in all buildings do not comply with the requirements of Appendix 2 to MES Resolution No. 82 (Clause 45 GFS Requirements, Appendix 2 to MES Resolution No. 82);

stands with fire safety information are not provided (Clause 3.2 GFS Requirements);

stairwell doors in all buildings are not equipped with self-closing devices (are in a faulty condition) (Clause 49 GFS Requirements);

primary fire extinguishing means (fire extinguishers) are in a faulty condition: in the premises of the garage building and in dormitory building No. 2 (Clause 54 GFS Requirements).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety," heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
