The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring activities at the following educational institutions: State Educational Institution "I.M. Erashov Gymnasium of Lepel"; State Educational Institution "Domzheritskaya Basic School of Lepel District"; State Educational Institution "Slobodskaya Secondary School named after N.M. Pshyonko of Lepel District"; State Educational Institution "Secondary School No. 3 of Lepel". These activities were aimed at eliminating causes and conditions conducive to emergency situations.
The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring activities at the following educational institutions: State Educational Institution "I.M. Erashov Gymnasium of Lepel"; State Educational Institution "Domzheritskaya Basic School of Lepel District"; State Educational Institution "Slobodskaya Secondary School named after N.M. Pshyonko of Lepel District"; State Educational Institution "Secondary School No. 3 of Lepel". These activities were aimed at eliminating causes and conditions conducive to emergency situations.
Following the conducted activities, the following violations were identified in the institutions concerning the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter referred to as the GFPS); Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 of 21.12.2021 "On Ensuring Fire Safety" (hereinafter referred to as MES Resolution No. 82); TKhP 316-2011 "Technical Maintenance and Repair System for Automatic Fire Suppression Systems, Smoke Protection Systems, Fire Alarm Systems, Fire Notification and Evacuation Management Systems. Organization and Execution of Works"; SN 2.02.03-2019 "Fire Automation of Buildings and Structures"; SN 2.02.05-2020 "Fire Safety of Buildings and Structures", namely:
State Educational Institution "I.M. Erashov Gymnasium of Lepel":
10% of the reserve of fire detectors is missing at the facility (Clause 3.9 GFPS, Clause 8.3.11 TKhP 316-2011);
evacuation exit doors are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 GFPS);
the automatic fire alarm system is in a faulty and non-operational condition (the fire alarm control panel is faulty, the "EXIT" light signs are faulty) (Clause 3.1 GFPS; Table C.2 SN 2.02.03-2019 "Fire Automation of Buildings and Structures").
State Educational Institution "Domzheritskaya Basic School of Lepel District":
a plan for the evacuation of people in the event of a fire has not been developed.
in accordance with Annex 2 to the Resolution of the Ministry of Emergency Situations No. 82 (Clause 45 of the OTPB);primary fire extinguishing means (fire extinguishers) are out of order: on the corridors of the 1st and 2nd floors of the educational building, in the physics classroom (low pressure) (Clause 54 of the OTPB);
a 10% reserve of fire detectors is missing at the facility (Clause 3.9 of the OTPB, Clause 8.3.11 of TKP 316-2011);
training on fire-technical minimum programs for employees responsible for fire safety of the business entity, and members of volunteer fire brigades from among the employees of the business entity, has not been organised (Clause 3.2 of the OTPB, Clause 15 of the "Instruction on the Procedure for Training Employees on Fire Safety Issues and Verification of Their Knowledge in this Area", approved by the Resolution of the Ministry of Emergency Situations No. 82).
Educational Institution "Slobodskaya Secondary School named after N.M. Pshyonko of Lepel District":
a 10% reserve of fire detectors is missing at the facility (Clause 3.9 of the OTPB, Clause 8.3.11 of TKP 316-2011);
doors of evacuation exits are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of the OTPB);
evacuation routes and evacuation exits are not fully marked with fire safety signs provided for by technical normative legal acts (Clause 44 of the OTPB);
the door of the emergency evacuation exit from the 2nd-floor corridor to the stairwell opens in the wrong direction of exit from the building (Clause 50 of the OTPB, Clause 7.2.7 of SN 2.02.05-2020).
Educational Institution "Secondary School No. 3 of Lepel":
a fire evacuation plan has not been developed in accordance with Annex 2 to the Resolution of the Ministry of Emergency Situations No. 82 (Clause 45 of the OTPB);
primary fire extinguishing means (fire extinguishers) are out of order: on the corridors of the 1st, 2nd, and 3rd floors of the educational building (low pressure), in the chemistry classroom (broken nozzle) (Clause 54 of the OTPB);
a 10% reserve of fire detectors is missing at the facility (Clause 3.9 of the OTPB, Clause 8.3.11 of TKP 316-2011);
the doors of two evacuation exits from the first floor of the educational building are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of the OTPB);
acts of testing of external and internal fire water supply systems (PC-1 and PC-2) have not been drawn up in accordance with Annex 6 to the Instruction on the Procedure for Checking the Condition of External and Internal Fire Water Supply, approved by the Resolution of the Ministry of Emergency Situations No. 82 (Clause 57 of the OTPB).
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety"
Heads of organizations must ensure fire safety and fire regulations in their respective organizations.
