The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted a monitoring of the buildings and premises of the Educational Institution "Lepel State Agrarian-Technical College".

Following the monitoring, violations of fire safety requirements were identified, which do not pose a threat to national security, cause harm to the life and health of the population, or the environment. Specifically, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter referred to as the GFS Requirements), and the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 21.12.2021 No. 82 "On Fire Safety Assurance" (hereinafter referred to as MES Resolution No. 82):

- Training on fire-technical minimum programs for employees responsible for fire safety of the business entity (its structural divisions) and members of volunteer fire brigades from among the employees of the business entity has not been organised (Clause 3.2 of GFS Requirements, Clause 15 of the "Instruction on the Procedure for Training Employees on Fire Safety Issues and Verifying Their Knowledge in this Area," approved by MES Resolution No. 82);

- Doors of evacuation exits on the first and second floors of educational building No. 2, the canteen building, the assembly hall of educational building No. 1, the dormitory building, and the workshop building are not fully equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of GFS Requirements);

- The test report for fire hydrants does not comply with the requirements of Appendix 6 to the Instruction on the Procedure for Checking the Condition of External and Internal Fire Water Supply, approved by MES Resolution No. 82 (Clause 57 of GFS Requirements; Clause 12 of the Instruction on the Procedure for Checking the Condition of External and Internal Fire Water Supply, approved by MES Resolution No. 82).

- An overall fire safety instruction has not been developed in accordance with the requirements of Appendix 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 21.12.2021 No. 82 (Clauses 3.2, 7 of GFS Requirements);

- Fire safety briefings have not been conducted with the institution's employees in accordance with Clause 5
