The Lepel District Department for Emergency Situations reports that in August, department employees conducted a monitoring of the branch "Lepel Dairy and Canned Goods Plant" of OJSC "Vitebsk Meat Packing Plant", the State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus", and the State Enterprise "Children's Rehabilitation and Health Centre "Zhemchuzhina". During the aforementioned work, the following violations were identified when inspecting the buildings and structures of the above-mentioned institutions:
Branch "Lepel Dairy and Canned Goods Plant" of OJSC "Vitebsk Meat Packing Plant":
- Evacuation routes and emergency exits from the buildings of the construction workshop, central warehouse, butter and ice cream workshop, chief mechanic's department, chief power engineer's department, refrigeration and compressor workshop, dry milk warehouse, and whole milk workshop are not marked with fire safety signs as required by technical normative legal acts (Clause 44 of the OTPB);
- Doors of emergency exits from the central warehouse, butter and ice cream workshop, boiler house building, refrigeration and compressor workshop, canning workshop, dry milk warehouse, canteen building, shop No. 1 building, and SOM workshop are not equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of the OTPB);
- The exterior of the doors (gates) of the pump room, chief mechanic's department, chief power engineer's department, welding shop of the garage building, vacuum apparatus department of the SOM workshop, and circulation washing unit of the SOM workshop, which are classified by explosion and fire hazard, do not have signs indicating their category (Clause 19 of the "Specific Requirements for Ensuring Fire Safety of Explosive and Fire Hazardous Production Facilities", approved by Resolution of the Council of Ministers of the Republic of Belarus of 20.11.2019 No. 779);
- The operability and serviceability of fire extinguishing means (fire extinguishers) in the pump room, central warehouse, butter and ice cream workshop, Gazelle Next vehicle registration number AK 7273-2, Gazelle Next vehicle registration number AK 7261-2, administrative building at the address: Lepel, Borisovsky Trakt St., 146, temporary storage warehouse, and shop No. 1 building are not ensured (Clause 3.1 of the OTPB);
- The constant readiness for use of fire extinguishing means in the dry milk warehouse is not ensured (obstructed by products) (Clause 3.1 of the OTPB);
- The operability and serviceability of fire water supply facilities in the SOM workshop (missing valve in PK-5) are not ensured (clause 3.1 of OTPB);
- The operability and serviceability of fire protection facilities (fire alarm systems) in the temporary storage warehouse building, the refrigerating and compressor shop building, and production building No. 2 (whole milk workshop) are not ensured (clause 3.1 of OTPB);
- In the administrative building at: Lepel, Borisovsky Trakt St., 146, in the administrative building at: Lepel, Borisovsky Trakt St., 120, in the canteen building, and in shop No. 1, the fire evacuation plan is not developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (clause 45 of OTPB);
- In the dry milk warehouse, the evacuation exit is obstructed by finished products (clause 50 of OTPB).
State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus"
- The doors of the evacuation exits from the medical and diagnostic department, from the club-canteen building, from the administration building, from dormitory No. 1, from dormitory No. 2, from dormitory No. 3 are not equipped with a lock that allows them to be opened freely from the inside without a key (clause 48 of OTPB);
- Primary fire extinguishing means are in disrepair (fire extinguishers) in the medical and diagnostic department, in the club-canteen building on the 3rd floor, in dormitory No. 1, in dormitory No. 2, in dormitory No. 3, in the gas boiler house building (clause 3.1 of OTPB);
- In the medical and diagnostic department, in the administration building, in the club-canteen building, in dormitory No. 1, in dormitory No. 2, in dormitory No. 3, the fire evacuation plan does not comply with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (clause 45 of OTPB);
- The door of the stairwell on the 2nd floor of the club-canteen building is not equipped with a self-closing device (clause 49 of OTPB);
- The evacuation exit door leading from the corridor to the stairwell on the 2nd floor of dormitory No. 3 opens in the wrong direction (clause 50 of OTPB, clause 7.2.7 of SN 2.02.05-2020).
Based on the results of the monitoring conducted at the State Enterprise "Children's Rehabilitation and Health Center "Zhemchuzhina", no violations of fire safety requirements were identified.
In buildings equipped with a fire alarm system, a check of the systems' integrity and operability was conducted in conjunction with representatives of the servicing organizations. No violations were identified during the work performed.
Evacuation plans for fire or other emergency situations, as well as instructions on fire safety regulations, were practiced with the staff of the institutions.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations are responsible for ensuring fire safety and fire prevention measures within their respective organizations.
