Monitoring of buildings and structures of the agricultural production branch "Zaozerie" of the open joint-stock company "Vitebsk Meat Processing Plant"

The Lepel District Department for Emergency Situations reports that department employees conducted a monitoring of the agricultural production branch "Zaozerie" of the open joint-stock company "Vitebsk Meat Processing Plant".

The Lepel District Department for Emergency Situations reports that department employees conducted monitoring of the agricultural production branch "Zaozerie" of the open joint-stock company "Vitebsk Meat Processing Plant".

During the aforementioned work, it was established that during the visit to the agricultural production branch "Zaozerie" of the open joint-stock company "Vitebsk Meat Processing Plant",

 the following violations were identified:

- The operability and serviceability of the automatic fire alarm system are not ensured, and no contract has been concluded with a specialized organization for its technical maintenance in the MTRK Yurkovshchina, MTRK Stary Lepel.

- The general fire safety instructions do not comply with the requirements of Appendix 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On ensuring fire safety".

- The buildings and premises of the enterprise are not fully equipped with primary fire extinguishing means in accordance with the appendix to the "Instructions on the norms for equipping facilities with primary fire extinguishing means", approved by Resolution No. 82.

‑ evacuation routes and emergency exits are not fully indicated at the lower MTF Yurkovshchyna, upper MTF Yurkovshchyna, MTF Staryye Volosovichi, MTRK Staryy Lepel, MTF Zvezda, MTF Voron' with fire safety signs as required by technical normative legal acts.

‑ for all buildings and premises at the mechanical workshops, lower MTF Yurkovshchyna, upper MTF Yurkovshchyna, MTF Staryye Volosovichi, MTRK Yurkovshchyna, MTRK Staryy Lepel, MTF Voron', the explosion and fire hazard categories in accordance with the criteria determined by the Ministry of Emergency Situations are not defined. Signs indicating the category are absent on the exterior of doors (gates) of premises categorized by explosion and fire hazard.

‑ at the territory of MTF Voron', lower MTF Yurkovshchyna, upper MTF Yurkovshchyna, MTF Staryye Volosovichi, there is no specially designated smoking area, as defined by fire safety instructions, equipped in the prescribed manner and marked with a "SMOKING AREA" sign.

operation of electric lighting fixtures installed in the buildings of the lower MTF Yurkovshchina in accordance with their operational documentation (protective caps, diffusers are missing)

- primary fire extinguishing means (fire extinguishers) are out of order (expired, low pressure) MTRK Stary Lepel, lower MTF Yurkovshchina, MTF Starye Volosovichi

- the surface of the walls of the heat accumulator stove installed in the shed of MTF Starye Volosovichi has through cracks

- doors of evacuation exits of buildings and structures of MTF Verkhnie Yurkovshchina, lower MTF Yurkovshchina, MTRK Stary Lepel, MTF Voron', MTF Zvezda, MTF Starye Volosovichi are not fully equipped with locks that ensure their free opening from the inside without a key

- training of employees responsible for the fire safety of the business entity, who are entrusted with the duties of conducting fire safety briefings, operating heat-generating appliances, responsible for the preparation and (or) conduct of fire works, whose professional activity (work by position) is related to the storage, movement, use of flammable gases, flammable liquids, explosive dusts, solid flammable substances and materials, involved in harvesting grain crops, procurement and storage of coarse fodder, according to the fire technical minimum programs, defined by clause 15 of the "Instruction on the procedure for training employees on fire safety and checking their knowledge in this area", approved by the resolution of the Ministry of Emergency Situations No. 82, is not provided

During the monitoring, 3 presentations were held in the work collective. 19 people were instructed.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
