The Lepel District Department for Emergency Situations reports that in March, department employees conducted monitoring of the "Hanna 20" shop of JSC "Vitebskaya Broiler Poultry Factory", "Kopeeчка" shops of CJSC "Dobronom", and the "Mayak" grocery discounter of CJSC "Dobronom".
The Lepel District Department for Emergency Situations reports that in March, department employees conducted monitoring of the "Hanna 20" shop of JSC "Vitebskaya Broiler Poultry Factory", "Kopeeчка" shops of CJSC "Dobronom", and the "Mayak" grocery discounter of CJSC "Dobronom".
During the performance of the above-mentioned work, the following violations were identified upon visiting the buildings and structures:
"Hanna 20" shop of JSC "Vitebskaya Broiler Poultry Factory", Lepel, Kalinin St., 90B.
- doors located on evacuation routes are not equipped with locks that allow them to be opened freely from the inside without a key;
- the evacuation plan does not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82;
- training according to the fire safety minimum programs has not been organised for employees responsible for the fire safety of the business entity, who are tasked with conducting fire safety briefings;
- 10% of the installed stock of fire detectors at the facility is missing;
- evacuation routes and emergency exits from the building are not marked with fire safety signs as required by technical regulatory legal acts.
"Kopeeчка" shop of CJSC "Dobron", Lepel, Chuykov str., 50 B:
- 10% of the installed spare fire detectors are missing at the facility;
- a specially designated smoking area, defined by the fire safety instructions, equipped in the prescribed manner and marked with the sign "SMOKING AREA", is missing;
"Kopeeчка" shop of CJSC "Dobron", Lepel, Chuykov str., 159 A
- 10% of the installed spare fire detectors are missing at the facility;
- the operability and proper functioning of the automatic fire alarm system are not ensured;
- a specially designated smoking area, defined by the fire safety instructions, equipped in the prescribed manner and marked with the sign "SMOKING AREA", is missing;
- doors located
on evacuation routes, not equipped with locks that allow them to be freely opened from the inside without a key;
"Mayak" grocery discounter of CJSC "Dobronom", Lepel, Donukalov St., 19 A
- a specially designated smoking area, as defined by fire safety instructions, equipped in the prescribed manner and marked with a "SMOKING AREA" sign, is missing;
- 10% of the installed spare fire detectors are missing at the facility (Clause 8.3.11 of TKP 316-2011, Clause 3.9 of Decree No. 7);
- evacuation routes and emergency exits from the building are not marked with fire safety signs as required by technical normative legal acts;
- the operability and serviceability of internal fire water supply facilities are not ensured (a fire hose is missing from the fire hydrant);
- fire hydrant test reports have not been drawn up in accordance with Appendix 6 to the instructions on the procedure for checking the condition of external and internal fire water supply, approved by Resolution of the Ministry of Emergency Situations No. 82.
In buildings with a fire alarm system, a check of the system's serviceability and operability was carried out together with representatives of the servicing organizations. No violations were identified during the work.
Evacuation plans for fire or other emergency situations, as well as briefings on fire safety rules, have been conducted with the employees of the institutions.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
