Monitoring of buildings and structures in March

The Lepel District Department for Emergency Situations reports that in March, department employees conducted monitoring visits to: CTPUP "Gostevoy Dvor", CTPUP "Kafe Sem Vetrov", CTPUP "ButkovTrans".

During the aforementioned work, the following violations were identified upon inspection of buildings and structures:

CTPUP "Gostevoy Dvor":

- A general fire safety instruction has not been developed;

- An evacuation plan for people in case of fire has not been developed for all floors of the building;

- An individual evacuation plan for people in case of fire has not been developed for the hotel's residential premises;

- Doors located on evacuation routes are not equipped with locks that allow them to be opened freely from the inside without a key;

- The door of the evacuation exit to the stairwell on the 1st floor of the hotel is not equipped with a self-closing device;

- Training under the fire technical minimum program has not been organised for employees operating heat-generating appliances;

- A 10% reserve of fire detectors has not been ensured at the facility;

- The operability and serviceability of loops No. 3, No. 4, No. 7, No. 8, No. 10, No. 12, No. 15, No. 18, No. 20, No. 21 of the automatic fire alarm system have not been ensured.

CTPUP "Kafe Sem Vetrov":

- The opening direction of the main evacuation exit door on the ground floor has been changed;

- the automatic fire alarm system is not operational and is faulty;

- a general fire safety instruction for the facility has not been developed;

- the locations of fire extinguishers in the restaurant are not marked with signs;

- a fire evacuation plan for people has not been developed;

- doors located on the evacuation routes on the first floor are not equipped with locks that allow them to be opened freely from the inside without a key;

- the serviceability of the external fire escape of the restaurant building is not ensured;

- the operability and serviceability of fire extinguishing means (fire extinguishers) in all premises of the restaurant are not ensured;

- training according to the fire technical minimum program for employees responsible for the fire safety of the business entity, and employees assigned to

responsibilities for conducting fire safety training.

Private Unitary Enterprise "ButkovTrans":

- an overall fire safety instruction has not been developed;

- an evacuation plan for people in case of fire has not been developed for the 1st floor of the restaurant premises and the 2nd floor of the hotel premises;

- an individual evacuation plan for people in case of fire has not been developed for the hotel's residential premises;

- doors located on the evacuation routes in the banquet hall and on the 1st floor exit of the hotel are not equipped with locks that allow them to be opened freely from the inside without a key;

- the outdoor fire escape of the hotel building is not in proper working order;

- the operability and serviceability of fire extinguishing means (fire extinguishers) in all premises of the restaurant and hotel are not ensured;

- training under the fire-technical minimum programme for employees responsible for the fire safety of the business entity, and employees assigned the responsibility for conducting fire safety training, has not been organised;

- introductory and primary fire safety training has not been conducted with all employees;

- the boiler room premises are not fully equipped with primary fire extinguishing means.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organisations must ensure fire safety and the fire safety regime in their respective organisations.
