Monitoring of buildings and structures in March

The Lepel District Department for Emergency Situations reports that in March, department employees conducted monitoring at: LODЭ Guesthouse LLC, "Pizzeria" cafe-bar of Viro-vid Private Unitary Enterprise, "Volna" restaurant with bar of the Lepel Branch of the Vitebsk Regional Consumer Society.

During the aforementioned work, the following violations were identified upon inspection of buildings and structures:

"Volna" restaurant with bar of the Lepel Branch of the Vitebsk Regional Consumer Society:

- On the second floor (restaurant), primary fire extinguishing equipment (OP-4 fire extinguisher) is faulty (no pressure);

- Doors located on evacuation routes are not fully equipped with locks that allow them to be opened freely from the inside without a key;

- Combustible materials are permitted to be stored under the flights of the evacuation staircase;

- The building is not equipped with a fire alarm system with an object end device for transmitting fire notifications;

- The evacuation plan does not comply with the requirements of Appendix 2 to the Ministry of Emergency Situations Decree No. 82;

- The general fire safety instructions do not comply with the requirements of Appendix 1 to the Ministry of Emergency Situations Decree No. 82;

- Ceiling finishes are made of materials with unknown fire hazard characteristics.

- The logbook for recording fire safety briefings does not comply with the form according to Appendix 3 to the "Instructions on the Procedure for Training Employees on Fire Safety Issues and Verifying Their Knowledge in this Area", approved by the Ministry of Emergency Situations Decree No. 82;

- Training according to fire-technical minimum programs has not been organised for employees responsible for fire safety of the business entity, operating heat-generating appliances, responsible for the preparation and/or execution of hot work, and performers of hot work who are assigned the duties of conducting fire safety briefings;

- The opening direction of the door of the evacuation exit on the first floor has been changed (not in the direction of exit from the building);

In LLC "Pensionat LODЭ", cafe-bar "Pizzeria" of ChTPUP "Viro-vid", no violations of fire safety requirements were identified.

In buildings equipped with a fire alarm system, together with representatives of servicing organizations, checks were carried out to ensure the systems' serviceability and operability. No violations were identified during the work performed.

Evacuation plans for fire or other emergency situations, as well as instructions on fire safety rules compliance, were practiced with the staff of the institutions.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations within their respective organizations.
