The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted a monitoring visit to the State Educational Institution "Lepel District Centre for Children and Youth" located at: Lepel, Sovetskaya Street, 30.
During the inspection, the following violations were identified at the State Educational Institution "Lepel District Centre for Children and Youth":
- The facility-wide fire safety instructions do not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 28.04.2018 No. 28 "On establishing requirements for the content of facility-wide fire safety instructions" (Clause 3.2, Clause 7 of the General Technical Regulations on Fire Safety);
- The evacuation plan does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21 "On establishing the form of the evacuation plan for people in case of fire" (Clause 45 of the General Technical Regulations on Fire Safety) (1st floor);
- Evacuation exit doors, and doors separating corridors, are equipped with locks that do not allow them to be opened freely from the inside without a key (Clause 48 of the General Technical Regulations on Fire Safety);
- Doors leading from the corridor to the 2nd-floor stairwell are not equipped with self-closing devices (Clause 49 of the General Technical Regulations on Fire Safety);
- Doors separating the stairwell and corridors have been dismantled (Clause 9 of the General Technical Regulations on Fire Safety).
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organisations are responsible for ensuring fire safety and the fire prevention regime within their respective organisations.
