The Lepel District Department for Emergency Situations reports that in August, department employees conducted monitoring visits to the educational institutions: "Gorsky Kindergarten of Lepel District" and "Zaslonovsky Kindergarten of Lepel District".
During the aforementioned work, the following violations were identified upon inspection of the buildings and structures:
"Zaslonovsky Kindergarten of Lepel District":
- The operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed fire detectors are missing on site).
- The ceiling finish on the evacuation routes (on the stairwell) is made of materials with unknown fire hazard characteristics.
- On the evacuation routes (on the second floor), floor level differences are permitted without the presence of 3 steps or a ramp with a slope not exceeding 1:6.
- Training of employees responsible for fire safety of the business entity has not been organised; nor has training for the employee tasked with conducting fire safety briefings according to the fire technical minimum programmes defined by the Ministry of Emergency Situations.
The reasons and conditions contributing to the commission of these violations were the insufficient knowledge of officials regarding the requirements of regulatory legal acts in the field of fire safety.
No violations of fire safety requirements were identified at "Gorsky Kindergarten of Lepel District".
In buildings equipped with a fire alarm system, checks for the serviceability and operability of the systems were carried out jointly with representatives of the servicing organisations. No violations were identified during this work.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organisations must ensure fire safety and the fire prevention regime in their respective organisations.
