Monitoring of kindergartens No. 6, 8, 9 in Lepel

In June, the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring visits to the educational institutions: "Kindergarten No. 6 of Lepel", "Kindergarten No. 8 of Lepel", and "Kindergarten No. 9 of Lepel".

The Supervision and Prevention Sector of the Lepel District Department for Emergency Situations conducted monitoring visits to the educational institutions: "Kindergarten No. 6 of Lepel", "Kindergarten No. 8 of Lepel", and "Kindergarten No. 9 of Lepel" in June.

During the supervisory activities, it was established that the educational institutions do not fully comply with the requirements for ensuring safe evacuation in case of fire, and general requirements for ensuring fire safety at the facility.

Violations were identified at "Kindergarten No. 6 of Lepel":

- The facility-wide fire safety instructions do not comply with the requirements (lacking information on: general fire hazard characteristics of the facility; storage and transportation procedures, norms for substances and materials considering their aggregate state, storage compatibility, and uniformity of extinguishing agents; procedure for organising fire evacuation drills; employee responsibility for violating fire safety requirements; smoking regulations for tobacco products, as well as requirements for smoking areas and their placement);

- The report on the results of fire evacuation drills from buildings does not specify the officials who conducted the drills;

- Evacuation routes and emergency exits from the building are not marked with fire safety signs as required by technical regulatory legal acts;

- Stairwell doors are not equipped with self-closing devices;

- Locks on doors located on evacuation routes do not ensure the possibility of their free opening from the inside without a key;

- The operability and serviceability of the automatic fire alarm system are not ensured.

Violations were identified at "Kindergarten No. 8 of Lepel" and "Kindergarten No. 9 of Lepel":

- Stairwell doors are not equipped with self-closing devices;

- Locks on doors located on evacuation routes do not ensure the possibility of their free opening from the inside without a key;

- 10% of the installed fire detectors at the facility are missing.

Evacuation plans for fire or other emergency situations were practiced with employees, along with briefings on

compliance with fire safety regulations. During monitoring activities, presentations were delivered to work collectives. 16 individuals were instructed.

During the supervisory measures conducted in buildings equipped with a fire alarm system, in conjunction with representatives of UP "Polotsk Fire Fighting Works Enterprise" RGOO "BDPO", a check was carried out to ascertain the system's serviceability and operational status. No violations were identified during the work performed.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations are obliged to ensure fire safety and the fire prevention regime within their respective organizations.
