Monitoring of kindergartens in October

The Lepel District Department for Emergency Situations reports that in October, department employees conducted monitoring visits to: "Domzheritsy Kindergarten of Lepel District" Educational Institution, "Polsvizh Kindergarten of Lepel District" Educational Institution, "Yurkovshchyna Kindergarten of Lepel District" Educational Institution, "Stai Kindergarten of Lepel District" Educational Institution.

During the aforementioned work, the following violations were identified upon inspection of the buildings and structures:

"Domzheritsy Kindergarten of Lepel District" Educational Institution:

- A 10% reserve of installed fire detectors is missing at the facility;

- Fire hydrants have not been tested in accordance with the instructions on the procedure for checking the condition of external and internal fire water supply, approved by the Ministry of Emergency Situations Resolution No. 82;

- Training sessions for the evacuation of people from buildings in case of fire, held at least twice a year, have not been ensured.

"Polsvizh Kindergarten of Lepel District" Educational Institution:

- Training on the fire-technical minimum program for employees operating heat-generating equipment has not been organised;

- A 10% reserve of installed fire detectors at the facility has not been ensured;

- The external fire escape of the kindergarten building is not in proper working order;

- Evacuation routes and emergency exits from the building are not marked with fire safety signs as required by technical regulatory legal acts.

"Yurkovshchyna Kindergarten of Lepel District" Educational Institution:

- Training on the fire-technical minimum program for employees operating heat-generating equipment (boiler room stokers) has not been organised;

- Differences in floor levels are permitted on evacuation routes without the presence of 3 steps or a ramp with a slope not exceeding 1:6;

- The fire evacuation plan does not comply with the requirements of Appendix 2 to the Ministry of Emergency Situations Resolution No. 82;

The causes and conditions contributing to the commission of the specified violations,

was the insufficient knowledge of officials regarding the requirements of regulatory legal acts in the field of fire safety.

In the educational institution "Staysky Kindergarten of Lepel District", no violations of fire safety requirements were detected.

In buildings equipped with a fire alarm system, a check for the serviceability and operability of the systems was carried out jointly with representatives of the servicing organizations. No violations were found during the work performed.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire-fighting regime in their respective organizations.
