Monitoring of Kindergarten No. 3 in Lepel and Borovo Kindergarten in Lepel District

The Lepel District Department for Emergency Situations reports that in September, department employees conducted monitoring at the following institutions: Educational Institution "Kindergarten No. 3 of Lepel" and Educational Institution "Borovskoye Kindergarten of Lepel District".

The Lepel District Department for Emergency Situations reports that in September, department employees conducted monitoring at the following institutions: Educational Institution "Kindergarten No. 3 of Lepel" and Educational Institution "Borovskoye Kindergarten of Lepel District".

During the aforementioned work, the following violations were identified upon inspection of the buildings and structures:

Educational Institution "Kindergarten No. 3 of Lepel":

- The locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015;

- The fire evacuation plan does not comply with the requirements of Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82 (the plan incorrectly indicates the designation of a receiving and control device with audible and visual alarms);

- Evacuation exits from the boiler room and laundry room are not marked with fire safety signs as stipulated by technical normative legal acts.

Educational Institution "Kindergarten No. 6 of Lepel":

- The fire evacuation plan on two floors does not comply with the requirements of Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82;

- The floor covering (linoleum) on all evacuation routes is made of materials with unknown fire hazard characteristics;

- The operability and serviceability of the automatic fire alarm system are not ensured (a reserve of 10% of the number of installed fire detectors at the facility is missing);

- A facility-wide fire safety instruction has not been developed.

In buildings equipped with a fire alarm system, checks were carried out in conjunction with representatives of servicing organizations to ensure the serviceability and operability of the systems.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire prevention regime in their respective organizations.
