The Lepel District Department for Emergency Situations reports that in January, department employees conducted monitoring at: Educational Institution "Domzheritskaya Basic School of Lepel District", Educational Institution "Zaslonovskaya Secondary School of Lepel District", Educational Institution "Polsvizhskaya Basic School named after N.N. Tomashevich of Lepel District", Educational Institution "Starolyadenskaya Basic School named after F.P. Zanko of Lepel District".
During the performance of the above-mentioned work, the following violations were identified upon inspection of buildings and structures:
Educational Institution "Starolyadenskaya Basic School named after F.P. Zanko of Lepel District":
- a carpet on the evacuation route (in the vestibule before the central evacuation exit of the single-storey educational building) is not fastened to the floor);
- the readiness for the use of fire protection means is not ensured (the locations of manual fire detectors in the single-storey educational building are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the operability and serviceability of fire protection means are not ensured (the door on the first and second floors of the staircase of the two-storey educational building is not equipped with a self-closing device);
- the plan for evacuation of people in case of fire in the two-storey educational building is not developed in accordance with Appendix 2 of the Resolution of the Ministry of Emergency Situations No. 82 (the conventional signs for fire extinguishers do not correspond to their actual location);
- the general fire safety instructions are not developed in accordance with the requirements established by the Ministry of Emergency Situations (the following sections are missing: section on the procedure for organising training sessions for evacuation of people in case of fire; section on the procedure, storage norms and transportation of substances and materials, taking into account their aggregate state, storage compatibility, as well as the homogeneity of extinguishing agents);
- the operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed spare fire detectors are missing at the facility).
Educational Institution "Polsvizhskaya Basic School named after N.N. Tomashevich of Lepel District":
- doors on evacuation routes (door from corridors to the lobby) do not open in the direction of exit from the building;
- the fire evacuation plan is not developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the "You are here!" symbol is missing, the symbols for fire extinguishers do not correspond to their actual location);
- training of members of volunteer fire brigades from among the employees of economic entities (members of the fire squad) according to fire safety minimum programs has not been organised;
- the general fire safety instructions are not developed in accordance with the requirements established by the Ministry of Emergency Situations (missing: a section on the smoking regime for tobacco products, as well as requirements for smoking areas and their placement; a section on the procedure for organising fire evacuation drills; a section on the procedure, storage norms and transportation of substances and materials, taking into account their aggregate state, storage compatibility, as well as the homogeneity of extinguishing agents).
Educational Institution "Zaslonovskaya Secondary School of Lepel District":
- doors on evacuation routes (the door from the canteen to the corridor, the door from the first-floor corridor of the three-story building to the hall) do not open in the direction of exit from the building;
- the operability and serviceability of fire extinguishing means are not ensured (the recharge date for fire extinguishers in the canteen, kitchen, and chemistry classroom has expired);
- the fire evacuation plan in the three-story building is not developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the symbols for fire extinguishers and manual fire alarms do not correspond to their actual location);
- the operability and serviceability of fire protection means are not ensured (the door on the first floor of the stairwell in the three-story building is not equipped with a self-closing device);
- the 3rd floor of the three-story school building is not provided with the necessary number of primary fire extinguishing means;
- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire alarms are not marked with signs in accordance with GOST 12.4.026-2015);
- fire evacuation drills are conducted less than twice a year;
- training of employees responsible for fire safety according to fire safety minimum programs has not been organised;
- The general fire safety instruction has not been developed in accordance with the requirements established by the Ministry of Emergency Situations (missing: section on the procedure for organizing evacuation drills in case of fire; section on the procedure, storage norms, and transportation of substances and materials, taking into account their aggregate state, storage compatibility, as well as the homogeneity of extinguishing agents).The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of officials regarding the requirements of regulatory legal acts in the field of fire safety.
No fire safety violations were identified at the State Educational Institution "Domzheritskaya Basic School of Lepel District".
In buildings equipped with a fire alarm system, a check for the serviceability and operability of the systems was carried out jointly with representatives of the servicing organizations. No violations were identified during the work performed.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
