Monitoring and inspections in January

The Lepel District Department for Emergency Situations reports that in January, department employees conducted monitoring at: Educational Institution "Lepel State Agrarian-Technical College", Educational Institution "Secondary School No. 1 of Lepel", Educational Institution "Secondary School No. 3 of Lepel", Educational Institution "I.M. Yerashov Gymnasium of Lepel", and also carried out an inspection of State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus".

During the aforementioned work, the following violations were identified during the inspection of buildings and structures:

Educational Institution "Lepel State Agrarian-Technical College":

- training of employees responsible for fire safety at the facilities according to the fire technical minimum programs has not been organised;

- the facility-wide fire safety instructions have not been developed in accordance with the requirements established by the Ministry of Emergency Situations (the section with a general description of the fire hazard of the facility is missing; the section on the procedure for organising evacuation drills in case of fire is missing; the section on the duties and actions of employees to ensure the safe evacuation of people in case of fire is missing (for facilities with overnight stays, two scenarios should be considered: daytime and nighttime); requirements for smoking areas and their placement are missing);

- based on the results of evacuation drills from buildings in case of fire, an act of arbitrary form is not drawn up, which should indicate: the date of the drill, measures practiced in accordance with the facility-wide fire safety instructions, officials who conducted the drills, the number of people who participated;

Dormitory, Lepel, Internatsionalnaya St., 33:

- the possibility of opening the lock from the inside without a key has not been ensured for the door located on the evacuation route (external central evacuation door);

- the fire evacuation plan has not been developed in accordance with Appendix 2 of Resolution No. 82 of the Ministry of Emergency Situations (conventional symbols do not comply);

- the constant readiness for the use of fire protection and fire extinguishing means has not been ensured (the locations of fire extinguishers and manual fire alarms are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);

- operational capability and serviceability of fire protection means are not ensured (staircase doors are not equipped with self-closing devices);

- operational capability and serviceability of fire extinguishing means are not ensured (fire extinguisher OP-4 in the 5th-floor corridor has expired recharge date, fire extinguisher OP-4 in the 5th-floor kitchen has no pressure);

- operational capability and serviceability of fire protection means are not ensured (fire alarm system maintenance is not carried out).

Training Building No. 1, Lepel, Internatsionalnaya St., 37:

- operational capability and serviceability of fire protection means are not ensured (ground floor staircase door is not equipped with a self-closing device);

- the fire evacuation plan is not developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 (a second emergency exit from the sports hall is not indicated);

- constant readiness for the use of fire protection means is not ensured (locations of manual fire call points are not marked with signs in accordance with GOST 12.4.026-2015);

- operational capability and serviceability of fire protection means are not ensured (fire alarm system maintenance is not carried out).

Training Building No. 2, Lepel, Internatsionalnaya St., 37:

- constant readiness for the use of fire protection and fire extinguishing means is not ensured (locations of manual fire call points and fire extinguishers are not marked with signs in accordance with GOST 12.4.026-2015);

- operational capability and serviceability of fire extinguishing means are not ensured (fire extinguisher OP-4 in the 1st-floor corridor has expired recharge date, fire extinguisher OP-4 in the 1st-floor corridor is missing a nozzle);

- the fire evacuation plan is not developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 (a second emergency exit from the second-floor corridor of the training building is not indicated);

- emergency exits from the first and second-floor corridors of the training building are not marked with fire safety signs provided for by technical regulatory legal acts;

- operational capability and serviceability of fire protection means are not ensured (fire alarm system maintenance is not carried out);

- operability of fire protection means is not ensured (access to fire detectors installed behind a solid opaque ceiling is unavailable).

Canteen, Lepel, Internatsionalnaya St., 37:

- locks on doors located on evacuation routes (external evacuation doors) are not ensured to be freely opened from the inside without a key;

- the fire evacuation plan is not developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the "You are here!" indicator is missing);

- operability and serviceability of fire protection means are not ensured (doors from the canteen premises are not equipped with self-closing devices);

- operability and serviceability of fire protection means are not ensured (maintenance of the fire alarm system is not carried out).

Educational and Production Workshops, Lepel, Chuykov St., 58:

- the fire evacuation plan is not developed in accordance with Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (manual fire alarm call point symbols are missing);

- constant readiness for the use of fire protection and fire extinguishing means is not ensured (locations of manual fire alarm call points and fire extinguishers are not marked with signs in accordance with GOST 12.4.026-2015 requirements);

- operability and serviceability of fire extinguishing means are not ensured (the recharge date for the OP-4 fire extinguisher in the vehicle garage has expired, the OP-4 fire extinguisher in the vehicle garage is missing a nozzle, the recharge date for the OP-4 fire extinguisher in the tractor garage has expired);

- the tractor "Belarus 1221", state registration number VK-2 3463, is not equipped with the required number of primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;

- operability and serviceability of fire protection means are not ensured (maintenance of the fire alarm system is not carried out).

Educational Institution "Secondary School No. 1 of Lepel":

- operability and serviceability of fire protection means are not ensured (maintenance of the fire alarm system is not carried out) in the school building at the address: Lepel, Lobanka St., 31/5.

State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus":

- Locks on doors located on evacuation routes (external evacuation doors) in the administration building, laundry building, KE warehouse building, from the auditorium of the club building, and dormitory building No. 2 are not secured with the possibility of opening from the inside without a key;

- the constant readiness for the use of fire protection and fire extinguishing means is not ensured (locations of fire extinguishers and manual fire alarms are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) in the administration building, laundry building, KE warehouse building, club building, dormitory building No. 1, dormitory building No. 2, dormitory building No. 3, and medical building;

- evacuation exits from the laundry building, KE warehouse building, and from the auditorium of the club building are not marked with fire safety signs;

- the operability and serviceability of fire protection means are not ensured (the door leading to the stairwell in the club building is not equipped with a self-closing device);

- the fire evacuation plan for people in the club building, dormitory building No. 1, dormitory building No. 2, dormitory building No. 3, and medical building has not been developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 (locations of fire extinguishers and manual fire alarms are not indicated);

- the placement of a compressor room under the flights of the evacuation stairwell of the medical building has been permitted.

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge by officials of the requirements of regulatory legal acts in the field of fire safety.

No violations of fire safety requirements were identified at the Educational Institution "Secondary School No. 3 of Lepel" and the Educational Institution "Lyceum named after I.M. Yerashov of Lepel".

In buildings equipped with a fire alarm system, a check of the system's serviceability and operability was carried out together with representatives of the servicing organizations. No violations were identified during the work performed.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
