In September, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations conducted monitoring of facilities in the town of Lepel and the district.
Thus, during the monitoring, the following were visited: Lepel ZUES, ODO "KAOM-2", the "Lepel MKC" branch of OAO "Vitebsky Meat Processing Plant", and the construction site of a "40-apartment residential building on Sovetskaya Street in Lepel".
During the monitoring, a number of violations of the requirements of regulatory documents for ensuring fire safety were identified, namely:
Lepel ZUES:
- The general fire safety instructions were not developed in accordance with the requirements of TNPA;
- Employees involved in the implementation of the building evacuation plan were not fully provided with personal respiratory and eye protection equipment (self-rescuers);
ODO "KAOM-2":
- At the facility of "ChTUP "LepelTransService"", the "Act of Temporary Cessation of Technical Maintenance of the System" has not been drawn up due to the disconnection of the SPS for a long period (more than one month), during which technical maintenance under the contract has been temporarily suspended;
- At the facility of the "Representative Office of Belgosstrakh for Lepel District", the call log is missing;
- At the facility of the "Representative Office of Belgosstrakh for Lepel District", technical inspection of SPS and SO has not been carried out since 2009;
- At the facility of the "Representative Office of Belgosstrakh for Lepel District", the fault log does not contain an entry dated 02.07.2017 regarding a false alarm of the SPS;
- At the facility of "Avtomir Shop of IP Khoroshun", the fault logs and call logs do not contain an entry dated 09.07.2018 regarding a false alarm of the SPS;
- At the facility of "OKP "Svetlitsa"", the fault logs and call logs do not contain an entry dated 29.08.2018 regarding a false alarm of the SPS;
- At the facility of "ChTUP "Portanova"", scheduled technical maintenance in the scope of technical maintenance regulations No. 2 has not been carried out (the last entry in the log of technical maintenance and current repair works for carrying out TM R-2 was on 29.05.2018);
- At the facilities of "Lepel Krai Newspaper Editorial Office", "Lepel District Archive", "GUK "Lepel Centralized Library System"", the log of technical maintenance and current repair works has not been assigned a number corresponding to the number of the technical maintenance contract cl. 6.3 TKP 316 (02300) -2011;
- Improvement of qualifications for specialists and workers engaged in technical maintenance in specialised educational institutions at least once a year has not been organised.
Branch "Lepel MKC" OJSC "Vitebsk Meat Packing Plant":
- Fire evacuation plans for people from the administrative building and the SOM workshop have not been developed in accordance with the requirements of TNPA;
Construction Site "40-Apartment Residential Building on Sovetskaya Street in Lepel":
- The facility-wide fire safety instructions have not been developed in accordance with the requirements of TNPA;
- The construction site is not equipped with the necessary number of primary fire extinguishing means in accordance with the requirements of TNPA.
